SUBJECT: APPROVE AGREEMENT WITH EBRPD (EAST BAY REGIONAL PARK
DISTRICT) FOR IRON HORSE TRAIL (Project No. 0662-6R4188)
Specific Request(s) or Recommendation(s) & Background &
Justification
I. RECOMMENDATION
Approve the Joint Powers Agreement with EBRPD to allow EBRPD to
design and administer the construction of the Iron Horse Trail
between Stone Valley Road and Ridgewood Drive in the Alamo area,
and Authorize the Chair of the Board of Supervisors to execute
the Agreement.
II. FINANCIAL IMPACT
There will be Bio impact to the General fund. The $67 , 000 to
design and construct this portion of the trail will come from the
Metropolitan Transportation Commission (MTC) , TDA (Transportation
Development Aq't) Article 3 . 5 Pedestrian and Bicycle grant
application program.
III. REASONS FOR RECOMMENDATION/BACKGROUND
On July 1, 1987 , Contra Costa County received a TDA grant from
MTC to design and construct a portion of the Iron Horse Trail.

III. REASONS FOR RECOMMENDATION/BACKGROUND (continued)
EBRPD is in the process of designing and constructing a portion
. of the trail just south of this project, it is to our benefit to
have EBRPD combine the two projects. EBRPD has agreed to do the
design and construction, and if there is any cost overrun in
excess of the grant allocation, EBRPD will fund the difference.
The EBRPD General Manager has executed the Agreement.
IV. CONSEQUENCES OF NEGATIVE ACTION
Should the Board not approve this agreement, the project
construction would be delayed by one year.
