MICHAEL WALFORD, PUBLIC WORKS -DIRECTOR DATE: JANUARY 23, 1990 SUBJECT: BUCHANAN FIELD AIRPORT COMMUNITY SURVEY Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDED ACTION: ACCEPT attached report from the Public Works Director relative to the Buchanan Field Airport Community Survey. FINANCIAL IMPACT: None REASONS FOR RECOMMENDATION/BACKGROUND: Airport management was directed by Supervisor Sunne McPeak to conduct a community survey to determine residents' attitudes toward Airport operations . The survey was designed to both educate the public on Airport policies and to determine public positions regarding these policies . The areas chosen to be surveyed were determined by the top five census tracts in which the largest numbers of noise hotline callers resided. To Airport management, this translates into residential areas most impacted by Airport operations . The total mailout surveyed over eleven thousand residents . The survey questioned residents on their feelings toward Airport operations, airport policies and proposed airport projects . The Airport received a total of 786 completed surveys. Approximately forty nine percent of the respondents were residents . of Pleasant . Hill, - forty five percent were residents of Concord, and the remaining six percent were residents of Martinez, Pacheco, C1 de and Walnut Creek. The purpose of the mailout was to both educate the public of the current airport policies and to determine their position regarding these policies.It also notified them of upcoming EIR Community Informational Meetings.The areas chosen to be surveyed were determined by the top five census tracts in which the largest numbers of callers resided. To Airport management, this translates into residential areas most impacted by airport operations.The mailout included the Draft Master Plan brochure and a return envelope. This report is divided into six sections. The first section compiles the total responses to each question.Sections Two through Four are responses sorted by Concord,Pleasant Hill and Other locations. (The "Other" category for location is the.total of Pacheco, Martinez, Clyde and Walnut Creek.)Section Five is the compilation of total responses sorted by city and Section Six is the compilation of all remarks made by respondents in Questions 14 and 15, Problems and Recommendations. Many residents left some questions blank, therefore the sum of the responses to each question may not equal 786. The survey questioned residents on their feelings toward airport operations, airport policies and proposed airport projects.The Airport received a total of 786 completed surveys. November 6 Board of Supervisors Chambers,651 Pine St., Rm 107, Martinez 7:30 p.m. November 8 Sequoia Elementary School,277 Boyd Rd., Pleasant Hill 7:30 p.m. November 9 Contra Costa Water District, 1331 Concord Ave., Concord 7:30 p.m. The number one priority of Buchanan Field Airport is to be a Good 9.
