HomeMy WebLinkAboutMINUTES - 01161990 - T.8 T. 8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on January 16, 1990 by the following vote: AYES: Supervisors Powers, Fanden, McPeak, and Torlakson NOES: None x ABSENT: Supervisor Schroder ABSTAIN: None SUBJECT: Presentation by Community Development on revised policies and procedures relative to an Integrated Waste Management Plan (AB 939) Sara Hoffman of the Community Development Department. reviewed the provisions of AB 939 which repeals the provision for the California Waste Management Board consisting of 9 members and provides for the California Integrated Waste Management Board, consisting of 6 full-time members, and the transfer of duties, staff and funds to the new Board. Sara Hoffman advised that AB 939 also provides for a new countywide Integrated Waste Management Plan, and a Task Force to coordinate the development of the Integrated Waste Management Plan, and Recertification of a Local Enforcement Agency. She reviewed the required elements and goals of the new plan and the requirement for the convening of the Task Force, the composition of which is to be determined by the Board of Supervisors and a majority of the cities within the County which contain a majority of the population in the County. Board members discussed the composition of the Task Force and whether it should encompass the current Solid Waste Management Commission, whether it should consist of more or fewer members, elected officials only, or elected officials and representatives of industry, environmental organizatons and the public. Chairman Fanden commented that she would favor three more members representing West County, South Central County and Far East County on the Task Force to enable them to report immediately to their constituents, and that after each meeting there should be an information sheet go to each city council member to highlight what transpired at the meeting so as to keep all elected officials informed, and suggested that perhaps the meetings could be televised on local television and shown in the evening. Roy Hawes, Chairman of the County Solid Waste Commission, advised that the matter will be discussed at the Solid Waste Commission tomorrow and by the Contra Costa County Mayor' s Conference at its next meeting and so both of these bodies would be discussing the composition of the Task Force. Supervisor Powers suggested that all groups that are interested in having representation on the Task Force be included in the planning so that everyone will have a buy-in and be prepared to help make it work. Supervisor Torlakson commented on the funds needed for recycling and market research and suggested that in addition to focusing on the Task Force composition, that energy be spent in trying to move ahead to figure out how to get the job done, and recommended that the Board' s new Environmental Affairs Committee work on developing an action plan and the financing components. Supervisor Fanden suggested that a letter be sent by this Board or the Solid Waste Commission advising that the County has studied and reviewed the Plan, but noted that there is not a provision in the Plan to exempt a County from meeting its percentage goals for recycling and waste reduction in the event that the bottom falls out of the market for recycled and reclaimed products such as paper, glass and aluminum. Supervisor Powers recommended that the Environmental Affairs Committee also review the composition of the Task Force and try to pull people together who are interested, and to develop a process by which the Task Force is implemented. Sheila Cogan, County Recycling Director, commented that the new California Integrated Waste Management Board does encourage counties to be as creative as possible in exploring options to fund the new integrated program, and that there are options for funding other than the tipping fee, and that one option is product disposal charges. She announced that the Plastics Recycling Task Force will, within the next month, be able to present the Board with some guidelines in terms of implementing a product disposal charge program as well as the potential for banning certain packaging if it does not meet the goals and guidelines. IT IS BY THE BOARD ORDERED that staff is DIRECTED to develop for the Board' s consideration on January 23 , 1990, a recommendation on the composition of the Task Force which is to be convened on March 1, 1990, as set forth in AB 939 . IT IS FURTHER ORDERED that the Board REFERS to its new Environmental Affairs Committee the funding of the implementation of AB 939 and recycling, as well as the process for the composition of the Task Force. 1 thereby Certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
