SUBJECT: APPOINTMENTS TO THE HUMAN RELATIONS COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMUKUDATIONS
1. Reappoint to the Human Relations Commission for terms
expiring November 4, 1992:
* Dolores Sanchez
* George Fujioka
* David Jackson
* Winnie Woo
* Sherry-Ann Nichols
2. Refer to the 1990 Internal Operations Committee the
remaining vacancies on the Human Relations Commission as
well as the request of the Chair, Human Relations Commission
to meet with the Internal Operations Committee in order to
discuss relations between the Commission and the Board of
Supervisors.
3 . Remove as referrals to our Committee the November 28, 1989
referral of a letter from the Chair of the Commission asking
to meet with our Committee and the December 5, 1989 referral
of a memo from the Executive Director of the Commission
noting the expiration of terms on the Commission.
BACKGROUND:
On November 28, 1989 the Board of Supervisors referred to our
Committee a request from the Chair of the Human Relations
Commission to meet with us to discuss relations between the
Commission and the Board of Supervisors.

On December 5 , 1989 the Board of Supervisors referred to our
Committee a memo from the Executive Director of the Human
Relations Commission noting that the terms of six members of the
Commission expired on November 4, 1989 and that five of the six
wished to be reappointed. The sixth, Ocie Huff, has moved to
Alameda County and has indicated that she does not wish to be
reappointed to the Commission.
There are also two existing vacancies for unexpired terms on the
Commission due to the resignations of Raul Herrera and Art
Gonzales.
When this matter was last before our Committee, the Commission
requested more time to attempt to recruit hispanic candidates
from East County. The Board of Supervisors agreed and also asked
that the Commission rank the candidates they had already
interviewed. The Commission has complied with this request that
they rank the twelve candidates who have applied for the
vacancies on the Commission.
Because neither the Chair of the Commission nor the Executive
Director of the Commission were able to meet with our Committee
at our meeting on January 8, 1990 we have recommended that the
five Commissioners who indicated an interest in being reappointed
be reappointed but that all other related referrals be put over
for consideration by the 1990 Internal Operations Committee at a
more convenient time.
