MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: December 19, 1989 SUBJECT:Approving Danville Boulevard at Hillgrade Avenue Left Turn Project for Compliance With The California Environmental Quality Act, Project No. 0662-6R4090-89 Alamo Area. CP# 88-45. Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDED ACTION: APPROVE Danville Boulevard at Hillgrade Avenue Left Turn Project for compliance with the California Environmental Quality Act. (CP# 88-45). DETERMINE that the project is exempt from CEQA requirements as a Class 1c Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk: DIRECT the Public Works Director to begin final design. II. FINANCIAL IMPACT: The estimated project cost is $215,000, funded by the Federal HES program (42%) and local sources (58%). The Public Works Director reviewed his meeting with the San Ramon Valley Regional Planning Commission, the various alternatives reviewed and the need to meet State and Federal Standards. Shirley Neely, representing the Alamo Improvement Association appeared and urged continued study of alternatives. Roy Bloss representing the Association for the Preservation of Danville Boulevard, appeared and objected to the length of the storage lane and urged the preservation of Danville Boulevard as a two-lane country road. Supervisor Schroder in recommending approval, reviewed the accident incident history and the position of the California Highway Patrol, as well as the need to protect the County from liability and to protect the safety of drivers using Danville Boulevard. REASONS FOR RECOMMENDATIONBACKGROUND: The project has been determined to be in compliance with the General Plan and is exempt from CEQA under Section 15301 of the CEQA guidelines because it consists of minor alternations of existing highways. The project was heard by the Transportation Committee on November 27, 1989. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project under the California Environmental Quality Act will result in a delay of the project and may jeopardize funding, which will expire if the contract is not awarded by April 1, 1990.
