Transfer the following matters which are on referral to the 1990 Internal Operations Committee from that Committee to the 1990 Environmental Affairs Committee: * Proposal for a Hazardous Materials Response Agency. Health Services Director to make further status report to the Committee on April 1, 1990 . (Referred October 3 , 1989) * Health Services Director to conduct a study on cloth v. disposable diapers and report to the Committee in six months. (Referred October 31, 1989) . * Purchasing Agent to report to the Committee six months after implementing policy discouraging the use of polystyrene pellets as packing materials. (Referred October 31, 1989) . * Report from Plastics Recycling Task Force commenting on the recommendations of the Community Development Department on regarding the establishment of a County recycled products procurement policy. (Referred October 31, 1989) . * Analysis by General Services, Resource Recovery Specialist and County Counsel by January 31, 1990 on what the County must do to comply with the provisions of AB 4. (Referred October 31, 1989) . Determine whether the following matters are more appropriately left on referral to the 1990 Internal Operations Committee or whether they should also be referred to the 1990 Environmental Affairs Committee: * Distribution of Measure AA funds in the unincorporated area of the County. (Referred December 19, 1989) . * Letter from Chair, Solid Waste Commission, transmitting a draft of the Joint Exercise of Powers Agreement to establish the Contra Costa Solid Waste Authority. (Referred December 19, 1989) . 3. Leave on referral to the 1990 Internal Operations Committee all other items previously referred to the Committee and not removed as referrals herein. BACKGROUND- On January 9, 1990 the Board of Supervisors established an Environmental Affairs Committee and requested the County Administrator to recommend which items now on referral to the 1990 Internal Operations Committee should be removed as referrals to that Committee and be referred instead to the new Environmental Affairs Committee. In Recommendation # 1 above we have recommended those items now on referral to the 1990 Internal Operations Committee which appear to be most clearly within the jurisdiction of the Environmental Affairs Committee. In Recommendation # 2 we have identified some referrals now on referral to the 1990 Internal Operations Committee where it might be argued that the item appropriately belongs on referral to either the 1990 Internal Operations Committee or to the 1990 Environmental Affairs Committee. We are asking, therefore, that the Board review all of these referrals and determine which should be referred to the Environmental Affairs Committee.
