SUBJECT: Ratify Transmittal of the Preliminary Report for the Rodeo
Redevelopment Project and authorize transmittal of the Draft
Redevelopment Plan.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Ratify transmittal of the Preliminary Report for the Rodeo
Redevelopment project to the affected taxing entities and other
interested parties and authorize distribution of the Draft Plan to
the affected taxing entities and all other interested parties upon
completion.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Pursuant to California Health & Safety Code Section 33344. 5 and to
direction by the Contra Costa County Redevelopment Agency
( "Agency" ) , staff have prepared a Preliminary Report for the Rodeo
Redevelopment Project, which is required to be distributed to all
affected taxing entities.
The Contra Costa County Planning Commission on October 24, 1989, by
Resolution No. 42-1989, designated the Rodeo Redevelopment Project
Area boundaries and approved a Preliminary Plan for the Rodeo
Redevelopment Project. this action allows Agency staff to begin
preparation of a Redevelopment Plan.
The purpose of the Preliminary Report is. to provide the following
information to affected taxing agencies and interested individuals
and organizations:

(a) The reasons for the selection of the Project Area;
(b) A description of the physical, social, and economic conditions
existing in the Project Area (blighting conditions) ;
(c) A preliminary assessment of the proposed method of financing
the redevelopment of the Project Area, including an assessment
of the economic feasibility of the Project, and the reasons
for including a provision for tax increment financing in the
proposed Redevelopment Plan:
(d) A description of the specific project or projects proposed by
the Agency in the Project Area; and
(e) A description of how such project or projects will improve or
alleviate the blighting conditions described in (b) above.
Staff and consultants are in the process of preparing a Draft
Community Redevelopment Project Plan (the "Draft Plan" ) for the
project and upon completion of the Draft Plan, and subsequent to
initial consult with the Fiscal Review Committee, if one is
created, California Community Redevelopment Law and the California
Environmental Quality Act require that a copy of the Draft Plan be
sent to each affected taxing entity, to the Fiscal Review Committee
( if one is created) , and to various other interested persons and
entities.
