SUBJECT: Authorize to contract with Wagstaff & Associates County
for the Preparation of an Environmental Impact
Report for the Rodeo Area.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize Redevelopment Agency staff to contract with Wagstaff and
Associates for the preparation of an Environmental Impact Report
for the Rodeo Redevelopment Project Area.
FISCAL IMPACT
The contract for an Environmental Impact Report will not have a
fiscal impact for the County since no General Fund monies will be
used, but will impact the Redevelopment Agency in the amount of
$34,000 .00 . -
BACKGROUND/REASONS FOR RECOMMENDATIONS
On May 16, 1989, by Resolution No. 89/322, the Contra Costa County
Board of Supervisors designated a survey area in Rodeo for the
purposes of study to determine the feasibility of the creation of a
redevelopment project within said survey area.
On October 24, 1989, by Resolution No. 42-1989, the Contra Costa
County Planning Commission selected a project area and adopted the
Preliminary Plan for the Rodeo Redevelopment Project.
The California Community Redevelopment Law requires that an
Environmental Impact Report be prepared in conjunction with
consideration of a Redevelopment Plan.

The Contra Costa County Redevelopment Agency distributed a Request
for Proposals to select environmental consulting firms for their
assistance in the preparation of an Environmental Impact Report
for the Rodeo Redevelopment Project. Two proposals were received.
Staff is recommending the firm of Wagstaff & Associates based on
qualifications, experience and cost.
