HomeMy WebLinkAboutMINUTES - 01161990 - 1.40 1-040 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA' Adopted this Order on ,January 16 r 1990 , by the following vote: Supervi.sorp Power Schroder',' McPeak' Torlak�on� Fand.en AYES: _ r. g r NOES: None Y ABSENT: None ABSTAIN: None SUBJECT: Io -the Matter of Revising the County Career Development 90 /35 Employment Project Whereas, the County Board of Supervisors established the County Career Development Employment Project in Resolution 86/658, further revised by Resolution 88/124; and Whereas the County Administrator and Director of Personnel have recommended that the project be further expanded and revised to accommodate training and transition in a wider variety of County occupations and serve a greater number of County residents; therefore The Contra Costa County Board of Supervisors Resolves That the following classification titles, terms and conditions of employment and salary ranges are adopted to govern the Career Development Employment Project and rescinds all previous provisions of Resolutions 86/658 and 88/124 effective January 2, 1990. 1. Classifications A] The existing deep class of Career Development Worker I - Project utilizing class codes 99X3 for clerical positions and 99X4 for non-clerical positions is abolished. B] The existing class of Career Development Worker II - Project utilizing class code 99X5 for Sheriff's Specialist, Sheriff's Aide and Abatement Specialist is abolished. Allocation of Current Employees Employees in the classes of Career Development Worker I - Project (99rX3/99X4) and Career Development Worker II - Project (99X5) shall be allocated effective January 2, 1990 to the salary schedule/level in the appropriate new Career Development Employment Program classes which are specified in 1 [C]. Allocation of current employees is further defined by the attached Exhibit A; "Reallocation Detail for Career Development Employment Program Positions, 3. Appointment The appointing authority shall make the initial appointment at the minimum step of the salary range established for the particular class to which the appointment is made. On each anniversary date, the employee is eligible to receive a one step salary increment. 4. Positions Positions in the Career Development Employment Program will be funded by salary offset of specific funded classified positions. In order to increase County department participation in the Career Development Employment Program and to expedite the filling of positions, as recommended by the County Administrator, this Board hereby delegates to the Director of Personnel the authority to establish Career Development Employment Program positions by underfilling a classified position at the Career Development Employment Program level . The position control pool in the Personnel Department (035) will be abolished. 5. Transition to Merit System Status Incumbents of Career Development Employment Program - Project positions may, upon successful development of job skills and competency necessary for entrance into specific merit system classifications, be transitioned to the appropri-ate merit system classification and granted permanent classified status under authority of Section 1603, Transfer . of Project Positions, Personnel Management Regulations. For purposes of layoff, the employee's seniority as to merit system classes shall commence on the first day of permanent appointment to the corresponding classification in the Career Development Employment Program. This seniority provision applies. to all persons who have transitioned from Career Development Employment Program classifications to merit system classifications since the beginning of the Career Development Employment Program (December 5, 1986) . 6. Salary Placement Upon Transition to Merit Systems Classes Upon initial transition from a Career Development Employment Program - Project class, salary placement in the merit system classification shall be set at the step equal to the employee's current salary or, if the salary steps are not exactly equal , the employee's salary.shall be set at the next higher step above the employee's current salary. 7. Other Provisions Except as may be changed or modified by . Resolution hereafter, all provisions of the Salary Regulations are applicable to the Career Development Employment Program - Project classes listed above in Section 1C. 8. Project Service Areas The County Career Development Employment Program - Project is designated as a project for the period December 5, 1986 to June 30, 1992 and unless otherwise approved by separate Board action, is limited to residents of census tracts 3650 (Parchester and North Richmond), and 3120 (Pittsburg) or referrals from Community Service Organizations designated by the Director of Personnel .
