MICHAEL WALFORD, CHIEF ENGINEER DATE: January 16, 1990 SUBJECT: Approving Plans and Specifications for Wildcat and San Pablo Creek Irrigation, Project No. 7527-6D8623, North Richmond Area. Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDED ACTION: APPROVE the Plans and Specifications for the Wildcat and San Pablo Creeks Irrigation Project and ADVERTISE for bids to be received on Thursday, February 15, 1990, at 2 : 00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 21191 of the Public Contract Code, and II. FINANCIAL IMPACT: The estimated contract cost of the project is $124, 500, funded by Flood Control Zone #7 (2 .5%) , Drainage Area #73 (2 . 5%) , and Army Corps of Engineers (95%) . III. REASONS FOR RECOMMENDATION/BACKGROUND: An important part of the Corps of Engineers' Wildcat and San Pablo Creeks Project is implementation of ' the environmental mitigation plan. The subject irrigation project is a necessary element of the mitigation plan and as such it is part of the Wildcat and San Pablo Creeks project. The Board reviewed and considered the information contained in the final Environmental Impact Report (EIR) for the Wildcat and San Pablo Creeks Project on May 18, 1982 , and certified that the EIR had been completed in compliance with the California Environmental Quality Act and adopted the findings and mitigating measures expressed in Planning Commission Resolution No. 10-1982 . The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed.
