HomeMy WebLinkAboutMINUTES - 02271990 - T.9 T. 9 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 27, 1990 by the following vote: AYES: Supervisor Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Hearing For Tentative Map Approval for Subdivision 7118 By Robert Pacini and ASPARA, Inc. in the Morgan Territory Area. This is the time heretofore noticed by the Clerk of the Board of _ Supervisors for hearing on the referral by the Contra Costa County Planning Commission on the request by Robert Pacini (applicant) and ASPARA, Inc. (owner) to renew an expired Tentative Map (Subdivision 7118) to divide 95+ acres into 46 lots in a Single Family Residential District (R-40 ) with variances to have less than the required average lot width for two lots (Lots 7 and 8 ) in the Morgan Territory (Clayton) area. Mary Fleming, Community Development Department, presented the staff report on the request commenting on the staff recommendation for approval and that the subdivision is in compliance with the General Plan. She commented that the applicant had made some modifications to the initial plan that do not change the lot patterns but add some detail regarding a trail that will come through the site, along with some conditions for a design review for some of the houses that would be more visible on the site. She advised of the staff recommendation that the Board approve the application and approve the Tentative Map for Subdivision 7118 and accept the environmental documentation as complete. Supervisor Schroder requested clarification on the issue of the variances that had been requested. Ms. Fleming responded that the .variances had been eliminated in the rearrangement of the lot lines and that it was her understanding that the variances no longer exist, and if they do they are minor variances. The public hearing was opened and the following persons appeared to speak: John A. Wollman, 200 Gregory Lane, Pleasant Hill, Ferguson and Wollman Consulting Engineers, Inc. , requested approval of the subdivision. Donald J. Rose, 1657 North California Boulevard, Suite 200, Walnut Creek, Rose Associates Landscaping, Inc. , spoke on visual impacts and mitigation for the proposed project. Chris Valle Riestra, 257 Vernon Street, #321, Oakland, representing Save Mt. Diablo, spoke in opposition to the proposed project. Mark Evanoff, 116 New Montgomery #640, San Francisco, representing the Greenbelt Alliance, requested denial of the project. A.B. McNabney, 1611 Leisure Lane #7, Walnut Creek, representing Mt. Diablo Audubon Society, requested that a supplemental environmental impact report be done for this proposed project. Bill Stipek, 1115 Whispering Pines Road, Clayton, spoke in support of updating a new Environmental Impact Report to evaluate the real impact of this development. Dan Henry, 1116 Whispering Pines Road, Clayton, requested that the Board require a revised plan to address concerns he had raised. John Marvin, 220 Tumbleweed Court, Clayton, spoke in opposition to the proposed development. John Wollman spoke in rebuttal. Don Rose spoke in rebuttal. The public hearing was closed. Supervisor Torlakson commented on issues that had been raised including trail alignment, the interface between auto and horse -f traffic and visual impacts, and he requested that the matter be deferred to the March 13 , 1990 Determination Calendar. Supervisor Powers requested clarification on the environmental impact report. Karl Wandry, Community Development Department, responded to Supervisor Powers concern. Supervisor Torlakson suggested that Save Mt. Diablo, the applicant, and residents meet in his office and that he would invite the people who had testified today to attend.
