HomeMy WebLinkAboutMINUTES - 02271990 - T.10 f T. 10 BOARD OF SUPERVISORS, COUNTY OF CONTRA COSTA Adopted this Order on February 27, 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson, Fanden NOES: None ABSENT: None ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Hearing On Bethel Island Specific Plan 1987-2 SP And Bethel Island General Plan Amendment #12-87-EC, Bethel Island Area This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation of the East County Regional Planning Commission on a proposed amendment to the County General Plan (County File #12-87-EC) and approval of the Specific Plan (County File #1987-2(SP) together with various requests for changes to the Land Use Element in the Bethel Island Area. Karl Wandry, Community Development Department, presented the staff report on the proposed General Plan amendment and Specific Plan before the Board for consideration today. He commented on the Environmental Impact Report and the East County Regional Planning Commission' s recommendation to the Board of Supervisors on the number of units, density and infrastructure. Mr. Wandry also presented the staff recommendation on this matter, commenting on the alternatives available to the Board. Supervisor Torlakson requested a, staff discussion on how the project, as recommended by the Planning Commission, is in keeping with the California Environmental Quality Act. Mr. Wandry responded to Supervisor Torlakson' s request. The public hearing was opened and the following persons appeared to speak: Jeffrey Wagner, 1970 Taylor Road:, Bethel Island, Anchor Marina, commented on issues including the down-grading of the zoning on his piece of property from retail business to marina commercial; Rhonda Hanson, 4800 Sandmound Boulevard, Oakley, commented on the specific plan goals and objectives and requested various changes to the plan; Betty Smith, P.O. Box 145, Knightsen, representing the Pastor Estate, spoke on requested zoning; Louis Dell Angela, AICP, 460 Gardenside Avenue, South San Francisco, representing the Scopesi Family Ownership, spoke in opposition to the plan; The Chair read a speaker card from Walt Pierce Marine, 5614 Sandmound Boulevard, Oakley, in opposition to the down-zoning of their property; Robert Burroughs, 2109 Boston Way, Modesto, spoke in favor of the land use portion of the plan as approved by the East County Regional Planning Commission as it relates to the Burroughs family property; Ernest Burroughs, 22327 East Monte Vista, Denair, commented on the history of his family' s property and its current use; David E. Coldoff, 61 Monte Vista, Atherton, representing the Burroughs family, spoke in favor of the East County Regional Planning Commission recommendation; David Gold, Morrison and Foerster, 101 Ygnacio Valley Road, Walnut Creek, representing the Burroughs Family, spoke in support of the East County Regional Planning Commission recommendation, requesting, if the Board were to adopt the staff recommendation, the Burroughs property be included in the off-island bonus area; Mark Armstrong, P.O. Box 218, Danville, representing the Chartered Land and Cattle Company and Bob Dal Porto, commented on various issues including support of the bonus approach that staff is recommending and requested that the Board approve the specific plan and general plan amendment for Bethel Island; Howard Holmes, Box 346, Bethel Island, representing the Bethel Island Municipal Improvement District, spoke on the island portion of the plan and presented a resolution in support of the East County Regional Planning Commission' s recommendation for approval of the specific plan; Mark Evanoff, 116 New Montgomery, #640, San Francisco, representing the Greenbelt Alliance, spoke in opposition; The Chair read cards from the following persons in opposition: Barbara Fields, 5628 Sandmound Boulevard, Oakley; A.B. McNabney, 1161 Leisure Lane #7, Walnut Creek, Mt. Diablo Audubon Society; Chris Valle-Riestra, 257 Vernon Street #321, Oakland; James E. Stark, 134 Sears Street, San Francisco, representing Dean Lesher and Hetty Dutra Watson, spoke in support of the plan as recommended by staff and the East County Regional Planning Commission; Supervisor Torlakson moved to continue the hearing on the above matter to March 6, 1990 at 2 : 00 p.m. IT IS BY THE BOARD ORDERED that the hearing on the proposed Bethel Island Specific Plan Amendment and General Plan Amendment is CONTINUED to March 6, 1990 at 2 : 00 p.m. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supe la re on the date shown.
