SUBJECT: Annexation Tax Transfer Criteria
Supervisor Nancy Fanden presented the attached
recommendations to the Board relating to the proposed establishment
of annexation tax transfer criteria.
Board members discussed the matter and agreed that it
would be appropriate for the City/County Revenue Committee to
review the issue.
Therefore, IT IS ORDERED that the matter of property tax
transfer criteria is REFERRED to the City/County Revenue Committee
for review and report back to the Board.

SUBJECT: Establishing an Annexation Tax Transfer Criteria
SPECIFIC REQflST( ME ND ATIONMENDATION(S) A BACKGROUND AND JUSTIFICATION
Establish the following tax transfer criteria to determine
the appropriateness of annexations:
1. Would the annexation tax transfer pay its fair share
of mandated county services; ie. social programs and
the justice system?
2. Does the project comply with the Measure C Growth
Management Plan?
3 . If the project adversely impacts regional
transportation routes what action is funded to mitigate
the impact to a level of insignificance?
4. Is the annexation in an area identified as appropriate
for urban development in the County General Plan.
and request the environmental affairs committee to consider
the possibility of establishing a county agriculture
mitigation fee that will be used to purchase conservation
easements in the Greenbelt.
BACKGROUND:
Adopting a Board policy pertaining to annexation tax
transfers would provide cities with realistic expectations
prior to entering the process.
