THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 27, 1990 , by the following vote:

SUBJECT: AB 939 Issues
The Board received the attached report dated February
21, 1990 from the Environmental Affairs Committee (Supervisors Tom
Torlakson and Nancy Fanden) relative to the formation of the AB 939
Task Force and transfer station rates.
Supervisor Fanden noted that the Rodeo Sanitary District
was inadvertently omitted from the list of sanitary districts on
the draft resolution and should be included on the final draft.
After discussion by Board members, IT IS ORDERED that
the following actions are APPROVED:
1. APPROVED recommendations of the Environmental Affairs
Committee relative to the formation of the AB 939 Task
Force and an explanation to the cities of the transfer
stations rate breakdown;
2. REQUESTED that the proposed membership of the AB 939
Task Force be amended to add one more member
representing the Board of Supervisors and one member
representing the City of Richmond, and REFERRED the
issue of additional members to the Solid Waste
Commission for review;
3 . REFERRED the matter to the Internal Operations Committee
for consideration of appointments; and
4. REQUESTED notification of the Solid Waste Commission
when the issue is heard by the Internal Operations
Committee.

RECO14M EMATION
1. Accept the status report from the Community Development
Department on the formation of the AB 939 Task Force. .
2. Encourage the sanitary districts to rotate their position on
the AB 939 Task Force.
3 . Direct the County Solid Waste Manager to send a bulletin to
the cities within the County which explains the breakdown of
the transfer station rates.
BACKGROUND
The County Solid Waste Manager updated the Committee on the
formation of the AB 939 Task Force at our February 12 , 1990
meeting. The proposed membership of the Task Force was reviewed
by the Mayors` Conference on February 1, 1990. The Mayors '
Conference recommended that the membership be approved by the
cities in Contra Costa County with the addition of one member
representing the Delta Diablo Sanitary District. A sample
resolution (refer to attached) which outlines the membership of
the 20-member Integrated Waste Management Plan Task Force, was
sent to each of the cities. The County Solid Waste Manager will
follow-up with city staff to ensure that this item is placed on
their agendas. It was noted that there will be one
representative from the sanitary districts of Byron, Mt. View,
Crockett-Valona, Oakley, and Kensington Community Services
District. Our Committee believes that it is important that this
position be rotated among the above-named sanitary districts.
The County Solid Waste Manager reviewed the breakdown of the
$52 . 22 per ton transfer station rate. Our Committee believes
that it is important for this information to be distributed to
the cities within our County.

SAMPLE RESOLUTION -
RESOLUTION OF THE CITY OF
ON MEMBERSHIP OF TIIE TASK FORCE FOR THE
INTEGRATED WASTE MANAGEMENT PLAN
WHEREAS, AB 939 requires that each city and the County prepare and adopt a
Source Reduction and Recycling Element on or before July 1, 1991 and that the
County compile these Source Reduction and Recycling Elements and a county-wide
Siting Element into a single document, the Integrated Waste Management Plan;
WHEREAS, to assist in coordinating the development of the city Source
Reduction and Recycling Elements and the Siting Element, the County is charged
with convening a Task Force, by March 1, 1990, whose membership shall be
determined by the Board of Supervisors and a majority of cities within the
County with a majority of the population;
WHEREAS, AB 939 specifically states that the Task Force may include
representatives of the solid waste industry, environmental organizations,
general public, special districts and affected governmental agencies;
WHEREAS, the existing Solid Waste Commission is composed of representatives
of cities, sanitary districts and the public and has extensive experience in
solid waste issues;
WHEREAS, the Solid Waste Commission has considered the requirements of
AB 939 regarding formation of the Task Force and after due deliberation
recommended to the Board of Supervisors that the current Solid Waste Commission
be reformed into the Task Force with an expanded membership to include city,
county, solid waste industry, environmental organizations and public
representatives.
WHEREAS, the recommended membership of the Task Force acknowledges the
experience of the Solid Waste Commission in dealing with solid waste matters at
the same time as broadening the representation in accordance with AB 939.
NOW, THEREFORE, BE IT RESOLVED that the City of designates the
membership of the Integrated Waste Management Plan Task Force as follows:
Two members - representing Eastern cities: Antioch, Pittsburg, Brentwood
Two members - representing Western cities: E1 Cerrito, Hercules, Pinole,
Richmond, San Pablo
Two members - representing Central cities: Orinda, Clayton, Walnut Creek,
Lafayette, Martinez, Moraga, Pleasant Hill, San Ramon,
Danville
One member - representing the City of Concord
One member - representing the West Contra Costa Sanitary District
One member - representing Delta Diablo Sanitary District
One member - representing the Central Contra Costa Sanitary District
One member - representing other sanitary districts: Byron, Mountain View,
Crockett-Valona, Oakley, Kensington Community Services
District
One member - representing the Mayors' Conference
One member - representing the Board of Supervisors
Three members - representing the public
Two members - representing the solid waste industry
Two members - representing environmental organizations
FURTHER, the City of resolves that the process for selection of
membership shall be appointed by the Board of Supervisors upon nomination by the
representative organization(s) .
FURTHER, BE IT RESOLVED that the City of hereby agrees that
until and unless the representative organizations nominate representatives other
than their current representatives to the Solid Waste Commission, those
representatives shall become the representatives to the Task Force.
