MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: FEBRUARY 27, 1990 SUBJECT: California Department of Transportation Division of Aeronautics Loan Application in the amount of $333,000 for Phase 1 Construction at Byron Airport Specific Request(s) or Recommendation(s) & Background & Justification I . RECOMMENDATION AUTHORIZE the Public Works Director to file an application to the California Department of Transportation Division of Aeronautics to borrow the sum of $333, 000 which is the local share for Phase 1 Construction of the Byron Airport Federal Development Grant (AIP 3-06-0008-04) ; and AUTHORIZE the Public Works Director to sign the Loan Agreement. II. FINANCIAL IMPACT Payment to the State will be made from the Airport Enterprise Fund. III . REASONS FOR RECOMMENDATION/BACKGROUND The Board of the Supervisors approved FAA Grant Agreement (AIP 3-06-0008-04 ) in the amount of $11, 188, 800 on December 12, 1989 . The local share is $2,073, 200 making the total project cost $13,262,000. Phase 1 Construction will cost $3,333,000 . The purpose of this loan is to cover the Airport's local share of this Phase 1 Construction ($333,000) thus releasing an equivalent amount of Enterprise Fund money to continue the revenue producing development for the Airport. The revenue generated into the State Aeronautics Fund by this loan program increases the fund for future State Aeronautics development programs . Action of Board on: February 27 , 1990 Approved as Recommended X Other REQUESTED Public Works Director to arrange a field trip for the Board to tour the area of the Byron Airport ; and REQUESTED the Finance Committee to review land acquisition for the Byron Airport and access to the facility. Deputy Clerk Hodges and Shutt HEW:dg h&sbyr2.bo Engineering Services for Byron Airport February 13, 1990 Page 2 FINANCIAL IMPACT• This project is primarily funded through the Federal Aviation Administration' s Airport Improvement Program (AIP) . The FAA will pay 90% and the Buchanan Field Airport Enterprise Fund will pay 10% of the project cost. This project is a budgeted item. REASONS FOR RECOMMENDATION/BACKGROUND: This agreement provides consulting and engineering services for the following items: * Runway 12-30, (parallel taxiway and connector taxiways) * Aircraft parking apron for approximately forty aircraft * Relocation of irrigation canal * Relocation of Byron Hot Springs Road * Perimeter fencing * Power line removal Compensation for the above is itemized below: 1 . Basic Design Services ($115,000) 2 . Geotechnical Studies ($38,500) 3 . Topographic Mapping ($17 ,500) 4 . Coordination of Engineering Services ($5,000 ) 5 . Engineering Related to Vernal Pools ( $15, 000 ) 6 . Construction Engineering (to be submitted after award of contract) 7 . Additional Engineering Services ($30, 000 ) 8 . Construction Observation Services (10% overhead charge)
