MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: FEBRUARY 27, 1990 SUBJECT: PREAPPLICATION TO THE FAA FOR NOISE MONITORING SYSTEM, DRAINAGE IMPROVEMENTS AND SAFETY AREA GRADING, AND A NEW ROTATING BEACON AT BUCHANAN FIELD AIRPORT (AIP #3-06-0050-07) I. Recommended Action: AUTHORIZE the Public Works Director to submit a preapplication to the FAA for a noise monitoring system, drainage improvements, and a new rotating beacon at Buchanan Field Airport; and REPLACE Board Order dated January 9, 1990 for AIP #3-06-0050-08 with this Board Order; and CHANGE Project Number 3-06-0050-07 on Board Order dated December 12, 1989 to Project Number 3-06-0050-05. II. Financial Impact: The estimated cost of the project is $509,215. The project is eligible for 80% federal funding which amounts to $426,224. The remaining 20%, $82,991, will be paid from the Airport Enterprise Fund. III. Reasons for Recommendations and Background: See Page 2. Reasons for Recommendations and Background: On January 9, 1990, the Board of Supervisors approved submittal of a preapplication to the FAA for noise monitoring equipment. This is being resubmitted to the Board because the FAA has requested that we submit only one preapplication that includes all the work needed to use up all of this year's entitlement money ($426,224). Therefore, the noise monitoring equipment has now been included in this new preapplication, along with necessary drainage improve- ments to comply with FAA safety guidelines and a new rotating beacon to meet new FAA standards. The January 9 Board Order identified the project as Project No. 3-06-0050-08.. This new preapplication, including the noise monitoring equipment, will be identified as FAA Project No. 3-06-0050-07 replacing Project "08". Project #3-06-0050-08 no longer exists. On December 12, 1989, the Board approved a modification to AIP #3-06-0050-05 which indicated the modification project would be identified as AIP #3-06-0050-07. However, the modification will remain a part of the "05" project for the present time which leaves the new project to be identified as "07".
