Cam / SUBJECT; Human Services Advisory Commission 1990 Work Plan SPECIFIC REQUEST(S) OR RECOWENDATION(S) Q BACK13ROUPD AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE the attached Human Services Advisory Commission 1990 Work Plan as recommended by HSAG. II. FINANCIAL IMPACT The Work Plan submitted by HSAC requires the significant participation by all members of HSAC and the financial support from the County in the amount of $50,000 (estimate) to provide necessary staffing, facilities, supplies and services. Funds are provided in the 1989-90 Budget for $25,000 of this amount. The remaining $25,000 for the last six months of 1990 will need to be allocated as part of the 1990-9.1 FY Budget. III. BACKGROUND AND REASON FOR RECOMMENDATION Each year, HSAC presents a recommended Work Program for the calendar year. The attached Work Program includes eight activities, plus necessary administrative support. Obtain adequate administrative support to HSAC and its projects, as assigned by the Board of Supervisors. Then, in priority order: 1. Conduct Quarterly Workshops for members of Human Services Advisory Boards, Commissions and Committees, on the following subjects: A. Understanding and participating in Budget Process. B. Developing ways for advisory bodies to work more effectively with each other. C. Developing support to measures to increase revenues for human services programs. D. Developing ways to improve community awareness of human services needs and advocacy of resources from private and other local governmental sources. 2. Monitor Challenge Grant 1989-90. 3. Support the CDBG Library and Technical Assistance Grant Operations. 4. Request and Administer Challenge Grant Third Round Funds for 1990-91 in the Amount of $225,000. 5. Study the Grand Jury Recommendations for the Library. 6. General Human Services Studies as Identified During 1990. The Work Plan is based primarily on direct assignments made by the Board of Supervisors and on the continuation of activities initiated in earlier work plans. The activities are listed in priority order. Members of HSAC are aware of the fiscal constraints facing the County, and recommend that a reduction in fiscal support to HSAC be accompanied by selection of those activities that the Board of Supervisors have selected to be supported with the available funding. Refer the item concerning Challenge Grant Third Round Funds for 1990-91 in the amount of $225,000 to the Finance Committee, since this is a budget policy matter. 2. Eliminate the study of the Grand Jury recommendations for the Library from the Work Plan, since there is currently a study group from the Public Managers ' Association' s Library Committee examining the issue of future funding for the Library. Furthermore, a team from the County Administrator' s Office recently completed a study of the Library' s internal organization. Their recommendations are being considered for implementation by a committee which includes both management and union representatives from the Library. 3 . Refer remainder of Work Plan to the Internal Operations Committee. The remainder of the Work Plan encompasses the general expectations of the Board. Therefore, it is recommended that the Work Plan be sent to the Internal Operations Committee for their review prior to consideration by the full Board. CJ t.
