RECOMMENDATION
Accept this report on status of City/County Revenue Committee.
BACKGROUND
In November 1989 , the Mayors ' Conference appointed three council members to
a City/County Revenue Committee. Those members are Colleen Coll, Concord;
Wayne Bennett, San Ramon; and Nancy Parent, Pittsburg. The Board of
Supervisors appointed Tom Torlakson and Bob Schroder to represent the
County.
Monthly meetings have been held since that time and a trip to visit with
the County' s legislative delegation is planned. Copies of the minutes of
all the meetings thus far are attached. Among the actions of the Committee
are:
1. The Cities and the County are encouraged to review their fee
structures on a regular basis.
2. Regional or district fee "packages" should be considered to recognize
special needs/demands of geographical areas.
3 . The Mayors ' Conference is encouraged to support the alcohol
initiative.
4. A decision has been made to visit the County' s legislative delegation
on March 15, to discuss efforts to solve problems locally, pending
legislation and property tax negotiation.
5. Preliminary discussions on the history of the property tax exchange
agreement.

All parties attending the meetings have found them to be worthwhile and
informative. In that regard, it was felt that an update on the Committee ' s
progress should be provided to the Board and the Mayors ' Conference.

The first meeting was organizational in nature. All parties agreed
that the fu*ndamental problem is that the "revenue pie" is not large
enough, and the committee ' s efforts should concentrate on ways and
means the Cities and County can work cooperatively to increase the
size of the pie. The parties also agreed that issues should be
considered in a global sense with recognition that a number of
concerns need to be addressed simultaneously to attain mutual
agreement.
Some concepts put forward by committee members were:
• When the Cities and County battle, it hurt us all from the
public' s perception.
• The public should pay for an adequate service level.
• Mechanisms for funding service can go beyond the traditional
property tax exchange.
• The Committee's thinking needs to go beyond going to the
electorate for increased funding.
• A regional marketing strategy should be considered, going
beyond traditional development to things as large as sports
complexes.
• Other items worthy of consideration might be countywide
Mello Roos districts, assessment districts, and/or developer
fees.
• Legislative proposals beneficial to cities, the county, or
both should be considered by this committee.
• The committee should review the concept of standardizing fees
by region.

• Solutions should be mindful of the goal for jobs/housing in
balance.
Each of the above concepts was discussed in some detail. Following he
discussion it was agreed that the next meeting would be held on
January 10, 1990, at the County Office of Emergency Services, starting
at 11: 30, with the general topics of discussion to be:
1. Annexations and Property Tax Agreements
- joint planning efforts
- process of negotiations
2. Criminal Justice/war on drugs
- solutions to increase the size of the pie
3 . Uniformity/Standardization of Fees
4. Library Funding Issues
5. Legislative Proposals to consider joint sponsorship or
endorsement in 1990.
Tony Donato and Phil Batchelor were requested to develop a more
detailed outline for the January 10th meeting.
It was agreed that a press release would be developed outlining the
positive nature of the first meeting, and that minutes would be
provided to each member.

Bob Schroder, Phil Batchelor, Kerry Harms Taylor, Claude
Van Marter, Capt. Russ Pitkin
1. UNIFORMITY/STANDARDIZATION OF FEES
Tony Donato explained the process used by MSI in developing costs
and fee recommendation for the City of Pittsburg. Similar studies
have been done for Richmond and Antioch. The County is awaiting
receipt of a proposal from this company to do a fee review for
County services.
Kerry Harms Taylor reported on a meeting held with city managers
and an urban economist related to development impact fees and
Mello Roos Districts. Development impact fees can only be used
for facilities needed as a result of new development. They cannot
be used to maintain or operate those facilities, but require only
a vote of the legislative body. Mello Roos Districts require a
two-thirds vote of the electorate, but the proceeds can be used
for facilities and their maintenance and operations costs.
It was reported that a CAO-City Managers ' group is meeting on the
fee issue and will be recommending a package to the
Mayors-Supervisors ' group.
This group decided to:
1 . Encourage all Cities and the County to review their fee
structure on a regular basis.
2. Recommend that the Managers' group consider regional or
district "packages" for specialized needs with Countywide fees
being for only those common denominators mutually agreed upon.
2. ITEMS TO TAKE TO LEGISLATIVE DELEGATION
Claude Van Marter, Assistant County . Administrator, reviewed the
County' s legislative program.
It was reported that a City-County committee will develop a short
list of the highest priority items to recommend to this group.
That committee will also propose a specific time to meet with the
County' s legislative delegation.

3 . LIBRARY FUNDING
A manager' s group has formed to explore alternatives to Library
funding. That group will report back to the Mayors-Supervisors'
group.
4. WAR ON DRUGS
Captain Russ Pitkin of the Sheriff ' s Department reported on the
extent of the drug problem and cooperative efforts of the Cities
and the County to combat this problem. These efforts are seen as
a prime example of how the Cities and County can work well
together for the betterment of Contra Costa' s citizens.

1. Status of County Fee Review Project
Kerry Harms Taylor reported that several meetings have taken
place between a potential vendor, MSI, and various County
departments on a fee review proposal. It is expected that
the Board of Supervisors will be asked to endorse the fee
review project in March. It was suggested that a
presentation be made to the Mayors Conference once a contract
has been signed.
2. Visit to Legislative Delegation
It was agreed that March 15, would be the date the County
will attempt to set up meetings with our legislative
delegation, with the late morning and lunch meeting being
sought.
Topics of discussion will include:
a. How the County and Cities are working together to resolve
our problems locally.
b. Discussion of fee review project being undertaken by the
County .and request for assistance in increasing State set
fees.
C. Marine Patrol fee increase.
d. Property tax annexations negotiations legislation-
presentation of Mayors ' conference and County viewpoint.
Further discussion about specific topics will take place at
the committee' s regular meeting on March 14.
3. Child Care Issues
A number of County projects currently underway or under study
were discussed. Tom Torlakson asked that details regarding
the County contracts with child care brokers 'and providers be
provided at the next meeting as well as a description of
services provided.

4. Property Tax Exchanges
A general overview of how the current master agreement works
was presented. Several handouts were provided. It was
agreed that Don Bouchet, Auditor-Controller, would be invited
to the March meeting to discuss the handouts as well as how
property tax exchange agreements are implemented by his
office.
In other actions, the committee agreed to:
1. Invite the Sheriff-Coroner to the next meeting to discuss
Marine Patrol issues and funding.
2. Provide the Board of Supervisors with a report of the
progress of the committee. This report will also be
forwarded to the Mayors' Conference.
There being no further business, the meeting was adjourned.
THE NEXT MEETING IS MARCH 14, AT 11:30, OFFICE OF EMERGENCY
SERVICES, IN MARTINEZ. Lunch will be provided. Also, please'
note on your calendars a trip to Sacramento on March 15. The
County Administrator' s Office will call to confirm this trip.
