ECOM ENDATIONS:1. Adopt a position indicating that the Board of Supervisors is
the SPONSOR, along with Public Employees Union Local 1 , of
SB 1921 by Senator Boatwright which would authorize the
Board of Supervisors to meet and confer with a recognized
employee organization regarding increased safety membership
retirement ,,benefits, including authorizing employees to pay
all or part of the employer' s increased retirement
contributions resulting from allowing more employees to
become members of safety retirement.
2 . Amend the Board' s 1990 Legislative Program to include SB
1921 as one of the matters the Board wishes to sponsor in
1990.
BACKGROUND-
"A number of employees represented by Local 1 who are employees of
the Probation Department, have sought safety membership in the
retirement system. Current law authorizes a board of supervisors
in a 1937 Act County, such as Contra Costa County, to offer
safety retirement to probation officers, juvenile hall or
juvenile home group counselors and supervisors. Current law does
not specifically authorize a board of supervisors to meet and
confer regarding allowing employees who are offered such safety
retirement to pay all or part of the increased employer costs
resulting from such expansion of safety retirement.

SB 1921 has been introduced by Senator Boatwright as. a result of
a side letter between the Board of Supervisors and Local 1
indicating that the County and Local 1 would jointly sponsor and
actively seek passage of legislation authorizing such meet and
confer sessions as a part of allowing these probation employees
to become safety members of the retirement system. Since the
Board of Supervisors has agreed to co-sponsor such legislation
with Local 1, it is appropriate for the Board to now indicate its
co-sponsorship with Local 1 of SB 1921.
SB 1921 would be beneficial for the County in that safety
retirement could be offered to employees with the employee paying
the increased costs to the employer for such membership.
