RECONIMENDATION
Adopt a position in SUPPORT of AB 481 by Assemblyman Campbell
which would appropriate $135,000 from the Driver Training Penalty
Assessment Fund: to be allocated to the City of Richmond to
support the Richmond Police Activities League.
BACKGROUND:
Assemblyman Campbell has introduced AB 481 which as amended
January 29, 1990, establishes a two-year pilot program for youth
crime prevention to be conducted by the City of Richmond Police
Activities League. The program would end December 31, 1992. A
total of $135,000 would be appropriated by the bill, $70,000 in
the 1990-91 fiscal year and $65,000 for the 1991-92 fiscal year.
This pilot program would provide assistance in increasing the
awareness of the incidence of youth crime prevention by
interaction between police and youth, provide training for school
personnel and community leaders in the strategies of youth crime
prevention, coordinate their activities with and cooperate with
the youth prevention efforts of other police activities leagues
throughout the state, and cooperate with other organizations and
with local, state and federal governmental agencies in youth
crime prevention.
The bill sets objectives which, if met, will indicate that the
pilot program has been successful. The City of Richmond is
required to make a report to the Legislature and the Department

of the Youth Authority concerning the effectiveness of the
program on or before December 31, 1991. The Department of the
Youth Authority is required to make a separate report to the
Legislature on the effectiveness of the program by April 1, 1992.
The Richmond Police Activities League is one of the programs
noted in the West County Drug & Alcohol Action Plan as being
effective in assisting young people to avoid becoming involved
with drugs. It therefore appears that this additional assistance
from the Legislature is entirely consistent with the Board of
Supervisors' war on drugs and deserves the support of the Board.
The County Probation Officer has recommended that the Board
support AB 481 and this office concurs with that recommendation.
