The Board of Supervisors makes 12 of the appointments; the Contra Costa Mayors ' Conference makes the other three appointments. While most members of the Commission have designated alternates, those alternates are not required to be appointed by the Board of Supervisors. Labor organizations and the Solid Waste Commission each have a seat on the Commission. The Central Labor Council has nominated Leigh Jeffrey as their representative and the Solid Waste Commission has nominated Sue McNulty Rainey as their representative on the Commission. The above actions are recommended in order to note the changes in the composition of the Commission, even where specific appointment action by the Board of Supervisors is not required.
