MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: February 27, 1990 SUBJECT: PROGRAM SUPPLEMENT #75 WHICH PROVIDES FEDERAL HAZARDOUS ELIMINATION AND SAFETY (HES) FUNDING FOR PRELIMINARY ENGINEERING, CONSTRUCTION AND CONSTRUCTION ENGINEERING FOR THE MEDIAN BARRIER PROJECT ON PLEASANT HILL ROAD AT TAYLOR BLVD. (PROJECT NO. 0662-6R2548) Specific Request(s) or Recommendation•(s) & Background & Justification I. RECOMMENDATION Approve and authorize the Chairman of the Board of Supervisors to execute Program Supplement #75 which provides $180, 000 in Hazardous Elimination and Safety (HES) funds for preliminary engineering, construction and construction engineering for the median barrier project on Pleasant Hill Road at Taylor Boulevard. II. FINANCIAL IMPACT The supplement provides reimbursement from HES funds for 90 percent of the County' s estimated costs for the project. The remaining 10 percent of the funding for these items will come from County Road Funds. III. REASONS FOR RECOMMENDATION/BACKGROUND On June 21, 1977, the Board approved County-State Master Agreement No. 04-5928 for the funding of Federal Aid Projects. On August 4, 1987 Contra Costa County qualified for Federal funds to replace and lengthen the median barrier on Pleasant Hill Road at Taylor Boulevard. The County Transportation Committee reviewed this item on February 13 , 1990. IV. CONSEOUENCES OF NEGATIVE ACTION If this program supplement is not approved, the County will have to absorb the entire cost of Preliminary Engineering, Construction and Construction Engineering for this project.
