SUBJECT: Authorization for Expenditure of Funds Under the AIDS Block Grant Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Auditor-Controller to pay, effective February 15, 1990, certain demands submitted, and funded, under the AIDS Program Block Grant Project for services rendered by George Miller Center adult clients per attached MOU on an on-going basis. II. FINANCIAL IMPACT: Under , Grant #89-97469, MOU #BG89-071 County #29-388, the County will receive $123 , 690 in funding from the State Department of Health Services for the AIDS Block Grant Project for FY 1989-90. On-going grants are expected. No County contribution required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The George Miller. Center programs are part of Contra Costa County Health Services Department. These programs provide educational and therapeutic services to disabled infants and adults. The adult clients have the opportunity to ' complete work assembling AIDS prevention kits. The clients will be reimbursed for work performance at a rate agreed upon by the AIDS Program and the Miller Centers and .would 'meet all State and Federal Department of Labor laws. MOU Term: The term of this MOU will be from 2/15/90 to 6/30/90. Amount Payable: The total amount payable by the Contra Costa County AIDS Program to the grantee, George Miller Centers, under this MOU shall not exceed $73.00 in FY 89-90. Program: Upon execution of this MOU, AIDS prevention kits shall be assembled at the approximate rate of 500 per month. The grantee shall carry out the following activities: 1. Delivery of supplies to George Miller Centers will be arranged by the AIDS Program. The assembly of the AIDS prevention kits will be performed by the George Miller Centers adult client work force. 2. Fill plastic baggies with 3 condoms per kit, written inserts, and lifesavers if available. 3. Ziplock closed. 4. Manila envelopes - same procedure as above with addition of applying sticker to outside of envelope. 5. Count out 100 kits per heavy plastic bag and place in bankers' box. 6. Store kits out of sun, away from heat. 7. Delivery of completed kits to AIDS Program, 1111 Ward St. , Martinez on the last work day of the month to be arranged by George Miller Centers. Billing: This agreement shall cover the proposed per unit price as follows: Plastic ziplock bag .025/kit $12.50/500 kits Manila envelope .029/kit $14.50/500 kits ` Payment will be made to adult clients after the submission by each worker of a Demand for Payment (D-15) listing the number and type of kits completed with total cost. Demands will be submitted at the end of each month for work performed that month and will be approved by William Sorrell, Director of the George Miller Centers. Demands will then be submitted to the AIDS Program, 1111 Ward St. , Martinez and processed in the customary manner.
