RE: EMERGENCY MODULAR HOMELESS FACILITY, BROOKSIDE DRIVE, RICHMOND
This item was mistakenly placed on the Board of Supervisor's February 27, 1990
calendar - one week earlier than the originally requested hearing date. Due to
specific public noticing requirements imposed by the National Environmental
Policy Act (NEPA) , Board action on this item must occur on March 6, 1990.
Scheduling the matter on a subsequent Board agenda would require republication
of applicable notices, creating a 6-8 week delay in obtaining funds release from
the Department of Housing and Urban Development (HUD) . Without HUD funding,
this homeless facility will not be able to open initial operations.

SUBJECT: Approval of Request for Release of Funds, Community Development Block
Grant Program for 1990-91 Program Year
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair to: 1) execute the Request for Release of
Funds and Certification to the Department of Housing and Urban
Development that the County has complied with all applicable
Federal environmental review regulations; and 2 ) transmit a Request
for the Release of Funds under the 1990-1991 program year of the
Contra Costa County Community Development Block Grant Program.
FISCAL IMPACT
None. ( 100% HUD Funds)
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 13 , 1990 the Board of Supervisors conducted a public
hearing on the 1990-91 Community Development Block Grant Program
and approved the Final Statement of Community Development
Objectives and Projected Use of Funds. This project was a part of
the original program, but requires a separate application for
environmental review purposes: 16-5 Contra Costa County Social
Services Department - Emergency Homeless Facility: Acquisition
and installation of a 56 bed modular homeless shelter to provide
emergency housing at the Sheriff ' s Furlough Center at 845-A
Brookside Drive, North Richmond. Amount requested: $200,000 froni
the Housing Development Assistance Fund.
