Due to specific public noticing requirements imposed by the National Environmental Policy Act (NEPA) , Board action on this item must occur on March 6, 1990. Scheduling the matter on a subsequent Board agenda would require republication of applicable notices, creating a 6-8 week delay in obtaining funds release from the Department of Housing and Urban Development (HUD) . Without HUD funding, this homeless facility will not be able to open initial operations. ccw5Jjb/bdordrev.mem TO: BOARD OF SUPERVISORS C ntra .:. ••,.< FROM: Harvey E.
