TO: BOARD OF SUPERVISORS
FROM: J. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR
DATE: FEBRUARY 27, 1990
SUBJECT: TRANSFER OF CENTER AVENUE AT PACHECO BOULEVARD PROPERTY, PACHECO
Project No.: 0662-6R4344
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the PUBLIC WORKS DIRECTOR to arrange for the transfer of $215,000 in
Southern Pacific Railroad Corridor monies due the County General fund to the Road fund in
exchange for transfer of the Center Avenue at Pacheco Boulevard parcel (APN 125-130-013,
017) to the County from the Road fund properties account.
II. Financial Impact:
The Southern Pacific Railroad corridor program owes the County General fund $250,037.74
for funds advanced in FY 1986-87 and FY 1987-88. This recommendation would use $215,000
of these funds to reimburse the Road fund for said property which is being transferred to the
County General Fund for general County use.

III. Reasons for Recommendations:
- The State Auditor Controller has demanded that the County sell surplus road fund property
located at Center Avenue and Pacheco Boulevard. This property, in conjunction with the
County property to the north, represents a significant future asset for the County. In order
to retain County ownership, the County general fund must compensate the road fund for the
property being transferred at current fair market price.
IV. Consequences of Negative Action:
The property will have to be sold at public auction.
