SUBJECT: LEASE FOR SOCIAL SERVICE DEPARTMENT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECONIlMENDATION
AUTHORIZE the Director of General Services to EXECUTE, on
behalf of the County, a Second Modification to Lease and a
Memorandum of Lease with Vista Oaks for the premises at 40
Douglas Drive, Martinez, for occupancy by the Social Service
Department, under the terms and conditions more particularly
set forth in said Second Modification to Lease.
DETERMINE that the above project is a Class 27 Categorical
Exemption under the California Environmental Quality Act.
DIRECT the Director of General Services to FILE a Notice of
Exemption with the County Clerk.
II. FINANCIAL IMPACT
Payments required are to come from the budget of the Social
Service Department.
III. REASONS FOR RECOMMENDATION/BACKGROUND
On April 19, 1988, the County leased building sites at 30 and
40 Douglas Drive, Martinez, from Vista Oaks. When the Data
Processing facility at 30 Douglas Drive was purchased by the
County, the lease for the land at 40 Douglas Drive was
modified on July 18, 1989 to provide plans for a building for
the Social Service Department.
This Second Modification to Lease sets forth the terms and
conditions for the development of a 35,000 square foot
administration building which will meet earthquake standards
for an "essential services building. "

The lease provides an Option to Purchase the premises for
$6, 000, 000. The new building will be adjacent to the Data
Processing office and near the Social Service district office at 30
Muir Road, Martinez. The location and proximity to Highway 4 also
will reduce travel time to the department ' s offices in east and
west county. This lease implements a long-range plan to replace an
obsolete rented building with a new, well-located facility that
will be acquirediby the County under the terms of a lease purchase
agreement
IV. CONSEQUENCES OF NEGATIVE ACTION
The current lease for the administrative offices of the Social
Service Department in Stanwell Park, Concord terminates on May
31 , 1991 and cannot be renewed. Not authorizing this action
will result in relocating to short-term leased space at greater
cost.
