SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Approve the recommendations of the Housing and Community
Development Advisory Committee.
2. Adopt the Proposed Statement of Community Development
Objectives and Projected Use of Funds as the Final Statement
of Community 'Development Objectives and Projected Use of
Funds.
3. Assure and certify that the County will comply with the
regulations, policies, guidelines and requirements with
respect to the acceptance and use of federal funds for this
federally assisted program and give assurances and certify
compliance with the attached list of certifications.
4. Authorize the Chair to execute the appropriate documents and
transmittal letter for submission to HUD by the Director of
Community Development.
5. Establish April 7 - April 14, 1990 as National Community
Development Week 190. Encourage program participants to
communicate their support for CDBG to Congress.
6. Authorize Community Development Department to engage a
consultant to conduct a study to determine feasibility of
consolidating housing rehabilitation programs.

The Board opened the public hearing. Charles Hester, Chair?erson of the Housing &
Community Development Advisory Committee reviewed his committee s recommendations. William
Folkman, 2640 San Benito Drive, Walnut Creek requested restoration of prior year's funding
for the Center for New Americans. Nancy Strohl, Executive Director of Contra Costa Legal
Service, Richmond, urged approval of the committee's recommendations as presented. Merlin
Widepohl, 1070 Concord Avenue, Suite 200 Concord, urged restoration of prior funding for
Shelter Inc.
Supervisor Powers moved that an additional 60,000 be allocated to Item 32, the North
Richmond Child Care Center, to enable it to qualify for a matching Federal Grant.
Supervisor McPeak seconded the motion with an amendment to include declaring intent that if
a waiver of limit of expenditures for the public service category is received that
automatically $17,000 will be restored to the Center for New Americans and $22,000 will be
restored to Shelter Inc. The amended motion carried unanimously. Supervisor McPeak
strongly emphasized the need for a really strong evaluation and monitoring program.

counseling and homeless activities.
BACKGROUND/REASONS FOR RECOMMENDATIONS
This is the sixteenth year of the Community Development Block Grant
Program which is intended to primarily benefit low and moderate
income persons in the Urban County. The 1990-91 program
recommended by the Housing and Community Development Advisory
Committee provides that all funds will be utilized to benefit low
and moderate income persons.
Unfortunately, the Committee has had to reduce allocations to
public services for this year and the next two years to compensate
for exceeding the 15% limitation in the 1988-89 year. There is no
loss of funds to the County, just movement between categories. The
spending limit was exceeded because over $1 million was carried
over that year and the 15% applied to total funds available rather
than just the annual grant. In addition, HUD required the
inclusion of several projects serving the homeless, job training
and housing counseling to be considered in the 15% public service
cap.
The Committee held numerous meetings including three public
hearings and five full meetings for presentations by activity
sponsors. The Committee developed its preliminary recommendation
on December 13 , 1989 after utilizing three sub-committees to
develop recommendations from 61 proposals requesting over $5
million. The Committee's preliminary recommendation was subject to
a public hearing on January 10, 1990. Modifications were made to
the preliminary recommendations following consideration of the
testimony received at the Public Hearing and the final
recommendation was adopted for submittal to the Board.
The final recommendation has been published as the Proposed
Statement of Community Development Objectives and Projected Use of
Funds for 1990-91. The Board of Supervisors hearing is on this
statement after which the Board must approve the Final Statement
for transmittal to HUD before March 1, 1990.

ATTACHMENT A
COMMUNITY DEVELOPMENT BLOCK GRANT
GRANTEE CERTIFICATIONS
In accordance with the Housing and Community Development Act of 1974, as
amended, and with 24 CFR 570.303 of the Community Development Block Grant
regulations, the grantee certifies that:
(a) It possesses legal authority to make a grant submission and to
execute a community development and housing program;
(b) Its governing body has duly adopted or passed as an official act a
resolution, motion or similar action authorizing the person
identified as the official representative of the grantee to submit
the final statement and amendments thereto and all understandings and
assurances contained therein, and directing and authorizing the
person identified as the official representative of the grantee to
act in connection with the submission of the final statement and to
provide such additional information as may be required;
(c) Prior to submission of its final statement to HUD, the grantee has:
1. Met the citizen participation requirements of §570.301(b) ;
2. Prepared its final statement of community development objectives
and projected use of funds in accordance with §570.301(c) and
made the final statement available to the public;
(d) It is following a detailed citizen participation plan which:
1. Provides for and encourages citizen participation, with
particular emphasis on participation by persons of low and
moderate income who are residents of slum and blighted areas and
of areas in which funds are proposed to be used, and provides
for participation of residents in low and moderate income
neighborhoods as defined by the local jurisdiction;
2. Provides citizens with reasonable and timely access to local
meetings, information, and records relating to the grantee's
proposed use of funds, as required by the regulations of the
Secretary, and relating to the actual use of funds under the
Act;

3. Provides for technical assistance to groups representative of
persons of low and moderate income that request such assistance
in developing proposals with the level and type of assistance to
be determined by the grantee;
4. Provides for public hearings to obtain citizen views and to
respond to proposals and questions at all stages of the
community development program, including at least the
development of needs, the review of proposed activities, and
review of program performance, which hearings shall be held
after adequate notice, at times and locations convenient to
potential or actual beneficiaries, and with accommodation for
the handicapped;
5. Provides for a timely written answer to written complaints and
grievances, within 15 working days where practicable; and
6. Identifies how the needs of non-English speaking resid ents will
be met in the case of public hearings where a significant number
of non-English speaking residents can be reasonably expected to
participate;
(e) The grant will be conducted and administered in compliance with:
1. Title VI of the Civil Rights Act of1964 (Public Law 88-352,
42 U.S.C. §2000d et seg. ) ; and
2. The Fair Housing Act (42 U.S.C. 3601-20) ;
(f) It will affirmatively further fair housing;
(g) It has developed its final statement of projected use of funds so as
to give maximum feasible priority to activities which benefit low and
moderate income families or aid in the prevention or elimination of
slums or blight; (the final statement of projected use of funds may
also include activities which the grantee certifies are designed to
meet other community development needs having a particular urgency
because existing conditions pose a serious and immediate threat to
the health or welfare of the community, and other financial resources
are not available) ; except that the aggregate use of CDBG funds
received under section 106 of the Act, and if applicable, under
section 108 of the Act, during the 1990 program year(s)(a
period specified by the grantee consisting of one, two, or three
consecutive years) , shall principally benefit persons of low and
moderate income in a manner that ensures that not less than 60
percent of such funds are used for activities that benefit such
persons during such period;

(h) It has developed a community development plan, for the period
specified in paragraph (g) above, that identifies community
development and housing needs and specifies both short and long-term
community development objectives that have been developed in
accordance with the primary objective and requirements of the Act;
(i) It is following a current housing assistance plan which has been
approved by HUD;
(j) It will not attempt to recover any capital costs of public
improvements assisted in whole or in part with funds provided under
section 106 of the Act or with amounts resulting from a guarantee
under section 108 of the Act by assessing any amount against
properties owned and occupied by persons of low and moderate income,
including any fee charged or assessment made as a condition of
obtaining access to such public improvements, unless;
1. Funds received under section 106 of the 'Act are used to pay the
proportion of such fee or assessment that relates to the capital
costs of such public improvements that are financed from revenue
sources other than under Title I of the Act; or
2. For purposes of assessing any amount against properties owned
and occupied by persons of moderate income, the grantee
certifies to the Secretary that it lacks sufficient funds
received under section 106 of the Act to comply with the
requirements_ of subparagraph (1) above;
(k) Its notification, inspection, testing and abatement procedures
concerning lead-based paint will comply with §570.608;
(1 ) It will comply with the acquisition and relocation requirements of
the Uniform Relocation Assistance and Real Property Acquisition
Policies Act of 1970 as required under §570.606(a) and Federal
implementing regulations; the requirements in §570.606(b) governing
the residential antidisplacement and relocation assistance plan under
section 104(d) of the Act (including a certification that the grantee
is following such a plan) ; the relocation requirements of §570.606(c)
governing displacement subject to section 104(k) of the Act; and the
relocation requirements of §570.606(d) governing optional relocation
assistance under section 105(a)(11) of the Act; and
(m) It will comply with the other provisions of the Act and with other
applicable laws.

CERTIFICATION REGARDING DRUG-FREE WORKPLACE REQUIREMENTS
The. certification set out below is a material representation upon
which reliance is placed by the U.S. Department of Housing and Urban
Development in awarding the grant. If it is later determined that
the -grantee knowingly rendered a false certification, or otherwise
violates the requirements of the Drug-Free Workplace Act, the U.S.
Department of Housing and Urban Development, in addition to any other
remedies available to ,the. Federal -Government, may take action
authorized under the Drug=Free Workplace Act.
CERTIFICATION
A. The grantee certifies that it will provide..a drug-free workplace by:
(a);: _Publithing a statement .notifying employees that the unlawful
manufactures :distributi.on, dispensing, possession or use of a
contfoll,ed substance i, prohibited in the grantee's workplace
and specifying' the 'Actions that will be taken against employees
for .viol.ati.on of such prohibition;
(b) Establishing .a drug-free awareness program to inform employees
about ,-

(1) . The dangers of. .drug. ,a_buse fn the workplace;
(2) . The_ grantee's .policy of maintaining a drug-free workplace;
(3) ... Any-available drug counseling, rehabilitation, and employee
assistance programs; and
(4) The penalties that may be imposed upon employees for drug
abuse violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the
performance of the grant be given a copy of the statement
required by paragraph (a) ;
(d) Notifying the employee in the statement required by paragraph
(a) that, as a condition of employment under the grant, the
employee will -
(1) Abide by the terms .of the statement; and
(2) Notify the employer of any criminal drug statute conviction
for a violation occurring in the workplace no later than
five days after such conviction;

(e) Notifying the U.S. Department of Housing and Urban Development
within ten days after receiving notice under subparagraph (d)(2)
from an employee or otherwise receiving actual notice of such
conviction;
(f) Taking one of the following actions, within 30 days of receiving
notice under subparagraph (d)(2), with respect to any employee
who is so convicted -
(1) Taking appropriate personnel action against such an
employee, up to and including termination; or
(2) Requiring such employee to participate satisfactorily in a
drug abuse assistance or rehabilitation program approved
for such purposes by a Federal , State, or local health, law
enforcement, or other appropriate agency;
(g) Making a good faith effort to continue to maintain a drug-free
workplace through implementation of paragraphs (a), (b), (c),
(d), (e) and (f).
B. The grantee shall insert in the space provided on the attached "Place
of Performance" form the site(s) for the performance of work to be
carried out with the grant funds (including street address, city,
county, state, and zip code). The grantee further certifies that, if
it is subsequently determined that additional sites will be used for
.the performance of work under the grant, it shall notify the U.S.
Department of Housing and Urban Development immediately upon the
decision to use such additional sites by submitting a revised "Place
of Performance form.

OBJECTIVES AND PROJECTED USE OF FUNDS
1990-91
Major Objectives
A. Provide programs and activities which benefit lower income persons.
B. Prevent or reduce deterioration in designated neighborhoods.
C. Preserve the existing housing stock and increase housing opportunities for
lower income persons.
D. Provide incentives for business expansion and stabilization in order to
expand employment opportunities for lower income persons.
E. Improve the public works infrastructure, including storm drainage and
street improvements in lower income areas.
F. Develop neighborhood facilities to serve lower income areas.
G. Provide housing counseling and information services and further fair
housing.
H. Remove architectural barriers to the handicapped and increase opportunities
for handicapped to participate in society.
I . Provide appropriate public services to assist lower income persons and
agencies to meet client needs.
In order to meet their objectives, Contra Costa County, by recommendation of the
Housing and Community Development Advisory Committee, proposes to utilize its
1990-91 Community Development Block Grant Funds from the United States
Department of Housing and Urban Development for the following activities.

1. Housing Rehabilitation County Building Inspection $350,000
Countywide homeowner rehabilitation program with advertising_, concentrated in
lower income areas. Program should be near $850,000 for 1990-91 with $425,000
in . program income, and successful grant from new State rehabilitation funds.
Program provides low interest and zero interest deferred loans for low and
moderate income persons. Administrative budget limited to 25% of all funds.

2. Neighborhood Enhancement Building Inspection $ 50,000
Program County Administrator
Code enforcement and neighborhood cleanup activities in the North Richmond and
West Pittsburg areas. Funds to be repaid to program if other sources provide
over $50,000.
3. Rental Rehabilitation Program County Housing Authority $145,000
Provides leveraged low interest loans countywide to owners of rental properties
to be brought up to adequate housing code quality and made available at
affordable rents.
4. Housing Rehabilitation City of Pittsburg $200,000
Comprehensive housing rehabilitation program including homeowner and rental
units. Additional funding sources include HUD rental rehabilitation funds and
redevelopment agency funds. Administrative costs limited to 25% of total
program costs. Program income should provide another $25,000 in revenue.
5. Emergency Homeless Facility CCC Social Service Department $200,000
Acquisition and installation of modular homeless shelter for 64 people at
Sheriff's Furlong Center on Brookside Drive in North Richmond.
6. Housing Rehabilitation City of San Pablo $100,000
Citywide homeowner housing rehabilitation program offering low interest loans,
and neighborhood beautification. Conditions: 25% administration limit. Program
income should provide another $65,000 in revenue.
7. Senior Housing Development Salvation Army $ 65,000
On and off site improvements to assist feasibility of 50-unit HUD Section 202
Senior Housing Development at 4600 Appian Way in E1 Sobrante.
8. . Housing Assistance Community Development $400,000
Development Fund
This fund is usually 15% of the grant that is set aside to provide funds for
opportunities to assist low income housing developments as they evolve. There
are many projects under review now, including a transitional homeless facility
and family housing project.
9. Transitional Homeless Battered Women's $ 40,000
Shelter Rehabilitation Alternatives
Assistance to rehabilitate apartment/school complex to house 14 women with
children for 6 to 24 months to assist them to achieve economic and emotional
independence. Project site is 3142 Grant Street, Concord.

Assistance
A lower income college graduate student will be hired to work out of the
Business Resource Center to provide technical assistance to requesting
businesses which serve lower income areas.
11. Loan Marketing/Packaging Pacific Community Services $ 35,000
Revolving Fund
Program provides assistance to develop SBA small business loans, and revolving
loan funds for gap financing to assist businesses to grow and create jobs for
low and moderate people. Program income should provide $15,000 in additional
revenue for loans.
12. Community Safety Project Child Assault Prevention $ 30,000
Education, skills training, and intervention to promote childhood safety and
prevent/reduce incidence of child abuse in lower income areas of East and
Central County.
13. Homeless Shelter Programs Shelter Inc. $ 75,000
Staffing for office on homelessness to provide information,. referral , housing
loan fund, rental deposit guarantee, handsnet, and program development.
14. Housing Counseling Pacific Community Services $ 25,000
Housing counseling including landlord/tenant, fair housing and discrimination,
mortgage default and delinquency, and information and referral in eastern Contra
Costa County.
15. West County Adult Day Care Greater Richmond Interfaith $ 10,000
Program
A program of activities and care for Alzheimer's victims and other frail , elderly
adults in West County.
16. New Americans Support Center for New Americans $ 12,000
Services
Funds partially support administrative costs of providing various services to
assist social adjustment and mental health for refugees and immigrants.
17. Teen Violence Prevention Bettered Women's Alternatives $ .20,000
A family and dating violence and substance abuse prevention program for
adolescents in low income areas of Contra Costa County.

North Richmond
Provides programs, supervision, and coordination of activities at Senior Center
at Silver and Fifth Streets in North Richmond and increased in-home services.
The Center was built with CDBG funds.
19. Homeless Assistance Cambridge Center $ 4,500
Maintains clothing and food resources for homeless persons and assistance with
applications for Shelter Inc. 's Housing Crisis Loan Fund from center located at
1135 Lacey Lane, Concord.
20. Homeless Support Services Volunteers of America $25,000
Funds for client training and counseling and 12 single women component.
Program operates from 173 22nd Street, Richmond.
21. Reverse Annuity Mortgage Eden Council for Hope and $ 16,000
Program Opportunity
This countywide program provides counseling and consultation to lower income
senior homeowners who wish to convert the equity in their homes into monthly
income while remaining in their houses.
22. Housing Counseling Housing Alliance $ 47,187
Comprehensive counseling program serving supervisorial districts 1-4 in the
areas of landlord/tenant, fair housing, default and delinquency and other housing
issues.
23. Child-Parent Enrichment Family Stress Center $ 25,000
Program
Provides in-home services to pregnant women and families with young children who
are at high risk of child abuse and neglect.
24. Housing Services Legal Services Foundation $ 15,000
Legal Services provides legal counseling and assistance in conjunction with
other housing counseling agencies to assist with various housing issues
including homelessness.
25. Handicapped Barrier Removal Contra Costa Public Works $ 19,500
Rodeo
Install ramped curb cuts at nine locations in downtown Rodeo to improve access
to public facilities for the handicapped.
26. Handicapped Barrier Removal E1 Cerrito $13,500
Provide handicap ramps at all existing pedestrian crosswalks along San Pablo
Avenue between Stockton and Carlson.
