SUBJECT: Expansion, Seismic and System Upgrades to the Contra Costa
County Fire Protection District's Communications Center
Specific Request(s) or Recommendations(s) & Background &. Justification
The Board of Supervisors of Contra Costa County, as the governing body of the Contra
Costa County Fire Protection District, resolves as follows:
RECOMMENDATION•
FIND and DECLARE, pursuant to Public Contract Code Section 20813 (d) for the reasons
stated below, that an emergency exists, and that the repairs and upgrades described
below are necessary to permit the continued conduct of District emergency operations
and services, and to avoid danger to life and property.
AUTHORIZE the County Administrator or his representative to proceed in the most
expeditious manner, pursuant to Public Contract Code Section 20813(d) , to make
seismic, system and equipment upgrades and to construct, repair and improve
appurtenant facilities, equipment and utilities necessary to support the Emergency
Communications Center dispatch functions.
DECLARE that the project described below is not subject to the provisions of the
California Environmental Quality Act, in that the project involves emergency repairs
to public service facilities necessary to maintain services, and in that the project .
involves specific actions necessary to prevent or mitigate an emergency.
FINANCIAL IMPACT:
The upgrades and expansion to the Fire District's Communications Center is funded from
existing Fire District budgets and/or current and subsequent Special District
Augmentation Fund (SDAF) monies and/or other appropriate revenue sources per the
financing plan developed by the District and CAO's staff. Although precise figures
are not available, rough estimates indicate approximate total costs of $1,842,000,
with most current year costs to come from the District's existing budget.
REASONS FOR RECOMMENDATION/BACKGROUND:
The emergency is created by the finding that .the District's Communications Center
structure is deficient by approximately 50% in meeting current seismic standards for

"Essential Service Facilities." In addition, your Board has directed the District to
commence dispatch of the East County Fire Districts at the earliest possible date on
or after July 1, 1990.
The District's Communications Center currently provides emergency dispatch services to
approximately 350,000 Central County residents within the service areas of the Contra
Costa County Fire Protection District (7 cities and unincorporated area), Moraga Fire
Protection District, Orinda Fire Protection District and East Diablo Fire Protection
District. In addition, during major disasters, such as an earthquake, the Center is
activated as the area coordinator for State and County fire and rescue efforts and
serves as an extension of the County Office of Emergency Services. During such
disasters, the Center functions as the nerve center for receiving calls for assistance
and coordinating disaster response efforts for all 17 fire agencies within Contra
Costa County and the State of California.
In the aftermath of the October 1989 earthquake, a structural survey of the Center has
disclosed that the Center is approximately 50% deficient in meeting current seismic
standards, which require an Importance Factor of 1.5 for Essential Facilities, such as
the Center. With this seismic deficiency, it is likely that the Center building would
suffer extensive damage in a major earthquake, thus depriving the entire County of
vital communications and coordinated rescue efforts. Given the serious implications
for public safety and the strong probability of a major earthquake along the Hayward
or Concord Faults, it is essential that the seismic upgrade be completed without
delay.
To protect the health and welfare of the public, actions are required immediately to
increase the seismic safety and dispatch capabilities of the Fire District's
Communications facility. The County Administrator and the Fire Chief recommend that
the Board declare an emergency and that it proceed to immediately upgrade the seismic
safety of the structure and the capabilities of the Fire District's Communications
Center dispatch functions. Construction, expansion and improvement of appurtenant
facilities, equipment and utilities is necessary to support the dispatch functions.
In order to accommodate the expansion of dispatch service to the East County Fire
Districts, it is necessary to upgrade and expand the building, computer aided dispatch
(CAD) system and associated equipment of the existing Communications Center. The
current system and facility are unable to properly handle any increase in dispatch
services to East County without significant upgrade, expansion and modification.
The normal design, bid and construction process for this work is estimated to require
ten to twelve months or longer. This declaration will allow the construction to take
place in the shortest possible time to minimize the exposure to substantial seismic
damage.
CONSEQUENCES OF NEGATIVE ACTION
Contra Costa County Fire District could not dispatch for East County Fire Districts
until February 1, 1991, or later.
