SUBJECT: RECOMMENDATION OF PRODUCTIVITY INVESTMENT FUND PROPOSAL FOR 1989-90 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION• Accept report and approve proposals and expenditure of $84, 550 in Productivity Investment revolving funds as recommended by the Productivity Investment Fund Board. FINANCIAL IMPACT: Funding for the Productivity Investment Fund projects is budgeted in the 1989-90 budget. Additional funding is made available from payments to the productivity revolving loan program. The departments will repay loans to the fund within two years. BACKGROUND: The Productivity Investment Fund (PIF) is a revolving loan program designed to improve the efficiency and effectiveness of departments. Departments may apply for funding of one-time investments which will have hard dollar savings for on-going operations. The program was established in 1986 and this year the Board allocated $50,000 to the fund. Additional funding is made available from payments made to the fund. The proposals for 1989-90 will require $84 , 550 . Funding is recommended for the three projects listed below for fiscal year 1989-90. 1. The recycled refrigerant will then be pumped back into the air conditioning system. The capturing, recycling and reuse of the Freon will allow General Services to realize a hard dollar savings on hazardous materials that are currently venting into the earth' s ozone layer. Disposal of Freon may become a mandated requirement soon. The payback will be made within two years. 2. Probation-Municipal Court Automated Case Management System Probation is requesting . $27 , 960 to automate the case management collection function in the department. This will allow Probation to accelerate the collection of probationer' s court-ordered financial obligations. This computer assisted probation service will also enable them to monitor other conditions of probation such as payment performance and provide a more efficient interactive collection process between staff and probationers. Reports and letters currently typed by a clerk will be automated and returned to the court for violations or modifications more quickly and efficiently. The payback will be made within two years. 3 . Health Services Child Health and Disability Program Billing Project Health Services is requesting $51,090 to fund two full-time clerical project positions in the Child Health and Disability (CHDP) Program to improve billing activities and increase revenue. The current billing procedure involves clerical review of medical records to determine allowable CHDP services. Some allowable charges are being missed. With additional staff, Health Services will be able to flag CHDP eligible records, schedule appropriate examinations, and closely monitor the medical records for allowable CHDP charges. In addition to an increase in revenue, this proposal will allow an increase in routine preventive care and improve the health status of the children served in the clinics. The CHDP project was approved on the condition that it be closely monitored with periodic status reports. The payback will be made within two years.
