RECOMMENDED ACTION: ADOPT Resolution No. 3577 establishing salary levels for exempt employees of the Housing Authority of the County of Contra Costa for fiscal years 1989-90, 1990-91 and 1991-92. II. FINANCIAL IMPACT: Sufficient funds for a four percent (4%) cost of living increase, effective July 1, 1989, with an additional two percent (2%) increase effective January 1, 1990, have been built into the 1989-90 Consolidated Budget for the Housing Authority of the County of Contra Costa, as approved by the Board of Commissioners in Resolution No. 3552, adopted on January 31, 1989, and as approved by the U. S. De artment of Housing and Urban Development (HUD) on March 24, 1989. A five percent (5.� cost of living increase, effective July 1, 1990, has been built into the 1990/91 Consolidated Budget for the Housing Authority of the County of Contra Costa, as approved by the Board of Commissioners in Resolution No. 3574, adopted on February 6, 1990. HUD approval will be forthcoming. A cost of living increase for 1991-92, effective July 1, 1991, will be built into the 1991-92 Consolidated Budget. This cost of living increase shall be not less than three percent (3%) . If the increase in the U. S. Bureau of Labor Statistics Consumer Price Index (All Urban Consumers) for the San Francisco-Oakland area between June, 1989 and Juhne, 1990 is greater than three percent (3%) , the general increase above, three percent (3%) (rounded to the nearest one-tenth of one percent) shall be calculated at three fourths (.75) of the percentage Increase in the Consumer Price Index (All Urban Consumers) up to a maximum general increase not to exceed a six percent (6%) total increase in salary. III. REASONS FOR RECOMMENDATION/BACKGROUND: In compliance with Section 307, Part II of the Annual Contributions Contract between the U. S. Department of Housing and Urban Development and the Housing Authority of the County of Contra Costa, the Housing Authority has adopted a statement of personnel policies comparable with Contra Costa County. As a result, the Housing Authority has adopted the wage rates reflected in Resolution No. 89/684, as adopted by the Contra Costa County Board of Supervisors on October 24, 1989. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3577, the management (exempt) employees of the Housing Authority would be denied cost of living increases to which they are entitled under HUD regulations.
