MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: February 13, 1990 SUBJECT: Approving Plans and Specifications for Nichols Road Overhead Replacement Project, Project No. 0662-6134136-87, West Pittsburg Area. CP# 87-42. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project; and ADVERTISE for bids to be received on Thursday, March 15, 1990, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DETERMINE that the project is exempt from CEQA requirements as a Class 2 Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. II. Financial Impact: There is no impact to the County General Fund. The estimated contract cost of the project is $400,000, funded by Federal funds (80%) and by private funds (20%) from General Chemical Corporation, Allied Signal Corporation and Chevron U.S.A., Inc. Reasons for Recommendations and Background: The project is needed because the existing overhead structure is structurally deficient. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because the project involves replacing an existing structurally deficient bridge with a wider bridge on the existing alignment. No increase in traffic will occur as a result of this project. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed. cc: County Administrator Attn: E.
