SUBJECT: process to Conduct Quarterly Workshops for Human Service
Advisory Boards, Commissions, and Committees
SPEC i F 1 C REQUEST(S) OR RECOWENDAT 1 ON(S) a BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve attached process recommended by Human Services Advisory
Commission for conduct of four quarterly workshops for members of human
service advisory boards, commissions and committees to the Board of
Supervisors.
IT. FISCAL IMPACT
The cost to County for support of the four workshops should be
restricted to costs associated with printing of workshop material, use
of County facilities and limited reimbursement of stipends, meals,
mileage, etc. , of participants, for night meetings. Such costs should
not exceed $2,500.00 in total, and is provided in the various
departmental budgets.
III. BACKGROUND AND REASON FOR RECOMMENDATION
The Board of Supervisors on October 24, 1989, authorized the Human
Services Advisory Commission to develop for report to the Board of
Supervisors, a process to conduct a series of quarterly workshops for
representation of the various human service advisory boards,
commissions, and committees. The attached reconmiendations were
developed and approved by HSAC at its meeting of January 24, 1990. A
copy of this recommendation has been forwarded to the various advisory
bodies for their comments to HSAC and your Board of Supervisors.

RECOMMENDED PROCESS FOR QUARTERLY WORKSHOPS
FOR MEMBERS OF HUMAN SERVICES ADVISORY BOARDS,
COMMISSIONS, AND COMMITTEES
The following recommendations were approved by HSAC at its meeting of January
.24,. 1990;
I. GENERAL PLAN
1. Participants: Two representatives from each of the 22 invited
human service advisory bodies, preferably one member and a staff
person, as selected by each body; plus others, as recommended by
Board of Supervisors, CAO, Department Heads, and HSAC.
2. Initial Workshop: An initial workshop to be held Wednesday,
February 28, 1990 at 7:00 p.m. , in Concord. The Agenda to include
(1) CAU staff review of County Budget Process and opportunity for
advisory bodies to participate in process, (2) workshop
participants to develop cooperative means to provide positive and
supportive recommendations to Departments, CAO, and Board of
Supervisors in Budget Review Process, and (3) participants to
develop process to involve all in preparing content of the three
remaining workshops in the subjects designated by the Board of
Supervisors.
3. Following Workshop: Three additional workshops to be held on
May 23, September 12 and November 28, 1990, as developed jointly
by HSAC and participants at the first workshop.
II. QUARTERLY WORKSHOPS
The following are items to be considered for discussion at the
workshops:
1. Briefings on the County budget and budget process, including
prioritization of human services funding needs.
a. Prepare for quarterly meetings; cover letter for Board
of Supervisors to release, with dates for meetings with
representative and staff person for each human service
commission, board and committee. (Possible format:
Work Groups dealing separately with the same problem. )
b. Pro & Con speakers discussing CCC human service budget.
C. Ongoing committee to study human service budget;
committee to be an ad hoc group composed of
interested members of various boards and commissions.
(What funds are available for human services and not
"earmarked". ) (Performance Budget. )
2. Improving interagency relations to reduce competition among Boards
and Committees for County funds and to improve their communications
and linkages.
a. Self Grouping Study - All human service commissions,
boards and committees will be asked to participate.
b. Analysis
C. Report to Board of Supervisors compiling study results.

3. Support of measures to increase revenues for human
services needs, such as the proposed alcohol tax initiative;
and
a. Networking to support increased revenues for human
services needs.
b. Reference and resource center - Library (?)
C. Search for various private sources for funding human
services needs and if possible, assist private non-
profit organizations with grant writing.
4. Increasing awareness in the community of human services needs of
their residents and advocacy of resources for those needs through
Public relations efforts with community organizations, service
clubs, non-profit agencies, city councils and business groups.
a. Start by initiating contact with the 18 incorporated
cities in C.C.C.
b. bind out what the major local problem is in each city.
C. Coordinate the sharing of information and resources
between county and cities.
d. Possible county/individual city meetings to focus on
one specific problem. Meeting to be co-chaired by
representative of city and member .of County Board or
Commission which most closely relates to that problem.
