Committee transmits their 1989 annual report of the committee' s

The Fish and Wildlife Committee submits this 1989 Annual Report to the Board in
accordance with Board Resolution 77/237 concerning, "Adopting Policy Governing
Appointments to Boards and Commissions." This report contains a summary of
activities and accomplishments of the Fish and Wildlife Committee during 1989,
and a proposed program for the forthcoming year. An attendance list is also
attached, as specified in the Board Resolution.
1989 was a very active year for our Committee due, in part, to the issuance of
the County Draft General Plan, the Bethel Island Specific Plan, and the Oakley/
North Brentwood Specific Plan and Draft Environmental Impact Report. The
Committee reviewed the Draft Environmental Impact Report for the Oakley/North
Brentwood General Plan and submitted several comments which would enhance the
protection of wetland areas within our County. The Draft General Plan was also
reviewed in detail, and comments will be submitted through the environmental
impact report review process. In addition to reviewing General Plans, there
were numerous development projects that were proposed during 1989 which could
affect fish and wildlife within our County. These include an amendment to the
land use permit of McAvoy Boat Harbor, the Praxis development proposal (United
Towing property) and Minor Subdivision 105-89 (Farrel Subdivision) .
Throughout the year, our Committee monitored the progress of the Baldwin Ship
Channel, agency actions with regards to the violations at McAvoy Boat Harbor,
and agency activities relative to the Shell Oil spill. Our Committee was also
involved in resolving the issue of the filling of wetlands at a subdivision in
the Big Break area.
At the request of the Martinez Local Assessment Committee, we reviewed the
Environmental Information Document which was prepared for the Rhone-Poulenc
(Stauffer) hazardous waste incineration project. Our Committee submitted
several comments regarding the potential of the facility to impact wetlands and
wildlife habitat.
Our Committee is involved with several major projects which will carry over into
1990. The health effects of consuming contaminated fish from the Bay Delta
system is of major concern to our members. Gerald A. Pollock, Ph.D, the staff
toxicologist of the Hazard Evaluation Section from the State Department of
Health Services, discussed these potential effects with our Committee. We will
be working with Dr. Pollock and with the Aquatic Bay Habitat Institute in the
upcoming year to develop proposed legislation that would provide funding for a
program to monitor the contamination of fish within the Bay Delta system for its
effects on human health.
At the request of the Water Committee, we are developing a wetlands report that
will include a workable definition of a wetland, an inventory of existing wet-
land areas to be preserved and/or restored, and financial methods and a time-
table for such preservation. Our work on this issue should conclude within the
next several months. Our Committee also began a review of the Walnut Creek
Basin to determine opportunities for recreation and fisheries enhancement.
We expect that 1990 will be equally as active as this past year for our Commit-
tee. In addition to the projects detailed above, we will be developing a
report of the impacts of ground squirrels on Delta levee stability, and assist-
ing PG&E in preparing a wetland improvement proposal for a section of the
Pittsburg and Contra Costa Power Plant land. We will be reviewing the Draft
Environmental Impact Report for the County General Plan, and will be monitoring
a variety of projects including McAvoy Boat Harbor, the Praxis Development, the
Sherman Island project, the PG&E 316B permit renewal, and the Baldwin Ship
Channel.
Our Committee is looking forward to addressing any other items which the Board
wishes to refer. We look forward to working with the Board and the Board's
Water Committee in 1990.
