SUBJECT: Approve an increase in the payment limit for Environmental Services for the Willow Pass
Road Widening, Project No. 0662-6R4134-86, Pittsburg Area.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE an increase in the payment limit from $14,808.00 to $17,743.00 in the existing
Consulting Services Agreement with Woodward-Clyde Consultants for the performance of
environmental research and document revision, and extend the time of completion to March
2, 1990. Revise Attachment B to the original Consulting Services Agreement to reflect the
1990 schedule of charges.
II. Financial Impact:
Funding for the payment limit increase is being provided by the West Pittsburg Area of Benefit.
III. Reasons for Recommendations and Background:
A. On June 9, 1987, the Board approved a Consulting Services Agreement with
Woodward-Clyde Consultants for environmental research and writing an Environmental
Assessment/Initial Study to meet both NEPA and CEQA requirements on the Willow
Pass Road Widening Project, West Pittsburg.
B. Changes in funding sources for the project require that changes be made to the
document prepared by Woodward-Clyde. These changes require that work outside of
the original scope of work be done.

IV. Consequences of Negative Action:
The lack of approval would prevent the completion of the environmental document and
subsequently the project design.
