SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Agree to form an Agricultural Task Force for a two year period beginning February 15, 1991 and ending February 14, 1993. 2. Suggest the following charge for the Task Force and request the Community Development Director to refine and, as necessary or appropriate, expand on this charge: * To advise the Board of Supervisors on the implementation of the 65/35 Land Preservation Plan as it relates to agricultural lands. At To advise the Board of Supervisors on appropriate mechanisms for compensating landowners in order to keep their land dedicated to agricultural uses. * To advise the Board of Supervisors on appropriate mechanisms for addressing the clustering of buildings on agricultural parcels. * To advise the Board of Supervisors on what uses the Board should make of the $2 per ton surcharge on the solid waste tipping fee, the intent of which is to provide for additional open space and to support agriculture in the County. Request the Community Development Director to return a report to the 1991 Internal Operations Committee on January 28, 1991 outlining the proposed size, composition and precise charge to the Agricultural Task Force for further consideration by the 1991 Internal Operations Committee and subsequent report to the Board of Supervisors. 4. Remove this item as a referral to the 1990 Internal Operations Committee. BACKGROUND: On December 19, . 1989, the Board of Supervisors referred to our Committee the issue of the status, structure and membership of the Agricultural Resources Advisory Committee and the Agricultural Task Force. We reported to the Board of Supervisors on May 22, 1990, at which time the Board expressed its intent to create a single advisory body to advise the Board on agricultural. and open space issues. We withheld further consideration on the details of this issue once Measure F qualified for the ballot and the Board placed Measure C on the ballot to determine what action the voters would take on the two measures. Obviously, whether one or the other of the measures qualified for the ballot would make a significant difference in terms of what the role of such an advisory body would be. Now that the election results are clear, we are ready to proceed with this issue and are, therefore, making the above recommendations.
