Reappoint Charles R. Lewis IV to the East Bay Regional Park District Citizens' Advisory Committee for a two year term ending December 31, 1992. 2. Indicate the Board of Supervisors' intent to appoint to the Board' s other seat on the East Bay Regional Park District Citizens ' Advisory Committee for a two year term ending December 31, 1992 a member of the County' s Fish and Wildlife Committee. 3. Request the Fish and Wildlife Committee to forward a nomination to the Internal Operations Committee for their consideration and subsequent recommendation to the Board of Supervisors. BACKGROUND: On November 27 , 1990 the Board of Supervisors referred to our Committee a letter from the General Manager of the East Bay Regional Park District, advising the County that Stewart Winchester' s term on their Citizens' Advisory Committee will expire December 31, 1990 and that Mr. Winchester is not eligible for reappointment since he has completed a total of six years service on the Citizens' Advisory Committee. Our Committee agrees that the Fish and Wildlife Committee should have the opportunity to nominate a representative to the Citizens Advisory Committee. We are therefore recommending that Mr. Lewis be reappointed and that the Fish and Wildlife Committee be .requested to forward a nomination to our Committee. EAST BAY REGIONAL PARK DISTRICT CITIZENS ADVISORY COMMITTEE The Board of Supervisors has two appointments to the East Bay Regional Park District (EBRPD) Citizens Advisory Committee. Stewart Winchester, one of these representatives, is ending his six-year service with the Advisory Committee this December. We understand that the EBRPD has sent a letter asking the Board to nominate a new member. We ask that you nominate a representative from the Fish and Wildlife Committee to this Citizens Advisory Committee. The Fish and Wildlife Committee was formed to represent the fish and wildlife interests in the County. In this regard, we feel that we should have representation on this Committee. Dear Ms. Ea d&n: The Fast Bay Regional Park District's Park Advisory Committee (PAC) includes individuals nominated by the County. Mr. Stewart Winchester completes 6 years on the PAC effective December 31, 1990 and will need to be replaced. The PAC is a 34 member group representing both citizen and public agencies which meets on the 2nd Monday of each month. A copy of the Committee Guidelines is enclosed. Appointment is made by the District's Board of Directors and we would be pleased to receive your nomination to the Committee. The two-year term begins January 1, 1991 and ends December 31, 1992. Sincerely, �a j O'Brien General Manager GUIDELINES EAST BAY REGIONAL PARK DISTRICT PARK ADVISORY COMMITTEE A. PURPOSES OF THE PARK ADVISORY COMMITTEE (Committee) The purpose of the Park Advisory Committee of the East Bay Regional Park District is to provide professional and lay involvement, to provide a channel of communication to the Board of Directors, to aid in fostering a positive public image of the District, and ,to help educate, the public about park problems and activities. It shall undertake studies, make recommendations, and advise on subject as requested by the Board of Directors. Typical subjects may include, but not be limited to, Master Plan refinements, amendments, and implementations; long-term finances; operational matters; and annual acquisition and capital improvement programs. B. COPTTOSITION AND NOMINATIONS The Park Advisory Committee shall consist of 34 members, all of whom shall serve without compensation. The members of the Committee shall be nominated as follows: 1. Three members by each member of the Board of Directors. 2. Two members by the Mayors' Conference of Alameda County. 3. Two members by the Mayors' Conference of Contra Costa County. 4. Two members by the Board of Supervisors of Alameda County. 5. Two members by the Board of Supervisors of Contra Costa Count-. 6. One representative of organized labor from the Alameda Central Labor Council or the Contra Costa Central Labor Council on a rotational basis. 7. One member per agency from four of the following, on a rotating basis: Alameda Contra Costa Transit District Alameda County Water District Ambrose Recreation and Park District Association of Bay Area Governments Bay Conservation and Development Commission Bay Area Rapid Transit District Brentwood Recreation and Park District Contra Costa County Water District Contra Costa Service Area R-8 Dublin/San Ramon Service District Page 2 East Bay Municipal Utility District Hayward Area Recreation and Park District Livermore Area Recreation and Park District (contingent upon annexation of Murray Township to the District) Metropolitan Transportation Commission Pleasant Hill Recreation and Park District Port of Oakland San Francisco Water Department The Committee shall consist of a balance of professional and lay citizen members representing such varied interest categories as wetlands, shoreline, wilderness, trails (including hiking, bicycle, and equestrian) , environmental education, naturalist, recreational activities, environmentalists, business, industry, and public agencies. No current employee of the District shall qualify for nomination for appointment to the Committee. C. APPOINTMENTS Each member shall be appointed by a majority vote of the Board of Directors and must be a resident of the area represented by the authority nominating the person to the Committee. The term of appointment of each member of the Committee shall. be for two years, such term to begin January 1. Appointees shall be limited to six years of continuous service under the same nominating authority. However, individuals may be reappointed after two years off the Committee, or may continue to serve if nominated by a different authority. Appointees may retain their appointment for their designated term without regard to changes in Ward boundaries, change in residence (unless outside the District boundaries) or change in position that may occur during their designated terms, if agreed to by the nominating authority. D. TERMINATION OF MEMBERSHIP Members of the Committee shall be subject to removal at any time by a majority vote of the Board of Directors, or by the nominating authority. If a member of the Committee does not attend three consecutive meetings, unless excused by the Chair, their membership thereof shall be terminated. page 3 E. CHAIR, VICE CHAIR AND SECRETARY The Committee shall elect one of its members to serve as Chair and one as Vice Chair, each for a term of two years. The election normally will be held in November, every other year, with the term to begin the following January 1. The PAC shall give consideration to electing a Vice Chair from the county not represented by the Chair and rotate the county of the Chair. If for any reason the election does not take place, the Chair and Vice Chair shall continue to hold their respective offices until their successors are elected, or by reason of the holders thereof ceasing to be Committee members; and in any such case, a new Chair or Vice Chair shall be elected for the remainder of the term. A staff member, appointed by the General Manager, shall act as Secretary to the Committee. F. SUBCOMMITTEES The Committee may form Subcommittees from within its membership as it deems appropriate in carrying out its assigned responsibilities. The PAC Chair will appoint members of PAC Subcommittees after seeking and considering preferences of Committee members. Each subcommittee shall elect one of its members to serve as Subcommittee Chair, and one as Vice Chair, each term to be one year. The election normally will be held each November, with the term to begin the following January 1. G. EXECUTIVE SUBCOMMITTEE The Chair and Vice Chair of the Committee, and the Chair and Vice Chair of each Subcommittee shall constitute the Executive Subcommittee. 11. MEETINGS The Committee and its Subcommittees normally will meet each month. Meetings will usually be held at the District Headquarters, 11500 Skyline Boulevard, Oakland, California. Special meetings may be called by the Committee Chair and Subcommittee Chairs, with one week's notice to all members. Meetings of the Executive Subcommittee shall be scheduled as needed by the Chair, although any member of the Executive Committee can request the Chair to schedule such a meeting. Should the Executive Subcommittee meet, the Chair shall report on the meeting during the regular PAC meeting. I. GOALS, OBJECTIVES AND ASSIGNMENTS The Committee and its Subcommittees shall plan their work to reflect the specific charges of the Board and work program of the District staff. Each year the Subcommittees will develop their goals and objectives for the coming year. These will be subject to Committee approval and then submitted to the Board for final approval. The goals and objectives may be modified Pt any time as conditions change, but will again require approval of the Committee and Board. Page 4 The Board at any time may ask the Committee to undertake specific assignments. J. SUBCOMMITTEE RECOMMENDATIONS All Subcommittee recommendations shall be submitted to the Committee for approval, disapproval, and/or modifications by the full membership. K. PAC RECOMMENDATIONS TO BOARD Committee recommendations will be submitted to the Board for action no latier than 90 days after approval. L. ACTIONS Actions taken by the Subcommittees or by the full PAC shall recuire a simple majority for approval. M. ANNUAL REPORT The Park Advisory Committee shall make an annual rep6rt of its activities to the Board of Directors. Appoint to the East Bay Regional Park District Citizens' Advisory Committee for a term expiring January 1, 1991: Charles R. Lewis IV 2517 Tamalpais El Cerrito, CA 94530 2. Remove this item as a referral to our Committee. BACKGROUND: On March 28, 1989 the Board of Supervisors received and referred to our Committee a letter from the General Manager of the East Bay Regional Park District indicating that the Board of Supervisors has two seats on the District's Citizens' Advisory Committee and that one of the incumbents had asked not to be reappointed. We advertised for this vacancy and received five applications. Our Committee has reviewed the applications and recommends Mr. Lewis' appointment. Mr. Lewis currently serves on the Advisory Committee as a representative of the Mayors'Conference. Mr.Lewis' term on the Advisory Committee expires at the end of this year. He wishes to continue serving on the Advisory Committee as a representative of the Board of Supervisors, thereby allowing the Mayors' Conference to make another appointment. Mr. Lewis' application is attached for the Board's information.
