Confirm the decision of our Committee to postpone the reception for Media representatives involved in the "Red Ribbon Week" media coverage in the County, originally scheduled for November 27, 1990 and instead schedule such a reception for Tuesday, December 18, 1990 at 10: 30 A.M. Request the Health Services Director to make arrangements for the reception, including identifying and inviting the appropriate individuals and insuring that appropriate plaques or other means of recognition are available. 2 . Request the Health Services Director to prepare the necessary application documents to nominate those in Contra Costa County who have been instrumental in the past two years in focusing the attention of the County on the drug and alcohol problem in the County, developing the Drug & Alcohol Action Plan, successfully applying for the OSAP grant and OTI (Office for Treatment Improvement) grant and otherwise have heightened the attention being given to these problems in the County for a public and community service award from the John F. Kennedy School of Government at Harvard University and return the application to the Board of Supervisors for further consideration in a timely manner. BACKGROUND: This is the most recent of our regular reports to the Board of Supervisors on the status of the implementation of the Drug & Alcohol Action Plan in Contra Costa County. CC: Health Services Director ATTESTED— County TTESTED County Administrator PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY �7�G�/>R'/�G•iJ ,DEPUTY M382 (10/88) At our meeting on November 26, 1990 it was brought to our attention that November 27 would not be a good `time for the reception honoring those media representatives and others who made the coverage of "Red Ribbon Week" in Contra Costa County so , successful. We agreed with the County Administrator and Health ' Services Director- that the reception should be postponed until December 18, 1990 to provide more time in which to make appropriate arrangements. It was also suggested that the Board sponsor the nomination of those in the County who have been the leaders in the fight. against drugs and alcohol for a public and community service award from the Kennedy School of Government. Mark Finucane reported to our Committee that the Department is interviewing for project directors for both the OSAP grant of $500, 000 a year for the five years and the OTI grant, which is for $500,000 a year for three years to assist in discouraging the presence and availability of drugs in public housing projects. Mr. Finucane also reported that Health Services Department staff are working with small businesses in the County on the development of an Employee Assistance Program (EAP) for small businesses through the Contra Costa Health Plan. For example, for a modest premium on behalf of each of an employer's employees, the CCHP would provide any needed EAP services to the employer' s employees. Mr.. Finucane also reported that his staff are training supervisory staff working for the City of Walnut Creek in ways to spot early symptoms of employees who are having substance abuse problems in an effort to intervene early in the process and provide support and assistance to the employee. In addition, Mr. Finucane reported that Jerry Nava, our Alcohol Program Administrator, is on a high-level statewide task force which is planning a symposium on responsible beverage service. Out Committee also reviewed and approved the agenda for the Coordinating Committee meeting which is taking place on the afternoon of Tuesday, December 4, 1990. The Department is also review a model ordinance which has been prepared by the advertising industry which would provide guidelines which could restrict advertising alcoholic beverages within a defined distance from schools, hospitals and churches and may bring something to the Board on this subject in the future. Department staff and the County Administrator have also met with representatives from the Cowell Foundation. The Foundation has done some excellent background work on alcoholism and. treatment and prevention strategies and may be interested in providing some funding for such programs. -2-
