RECOMMENDED ACTION: Award the contract for the mechanical room renovation work at CA011011, Hacienda, Martinez, to the lowest responsible bidder, P. M. & M. Electric, 4842 Starflower Drive, Martinez, CA 94553, at Base Bid No. 1 in the amount of $93,000.00 as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Under the' Fiscal Year 1989 Comprehensive Improvement Assistance Program (C.I.A.P.) $25,000 was allocated and under F.Y. 1990 C.I.A.P. $83,000 would be allocated under pending budget revision from HUD to the Housing Authority of the County of Contra Costa to proceed with the replacement of the Central Heating System at CA011011, Hacienda, Martinez, California. III. REASONS FOR RECOMMENDATION/BACKGROUND: Bid requests were advertised in the Contra Costa Times. Bids were opened on Thursday, October 18, 1990 at 2:00 p.m. and were received from two contracting firms. P. M. & M. Electric, 4842 Starflower Drive, Martinez, California, with Base Bid No. 1 in the amount of $93,000.00 is determined as the .lowest responsible bidder. The Advisory Housing Commission at its Regular Meeting on November 19, 1990 voted to recommend award of the bid for the replacement of the Central Heating System to .be accomplished at CA01101'1 Hacienda, Martinez to the lowest responsible bidder, P. M.. & M. Electric at Base Bid, No. 1 in the amount of $93,000.00. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not award the contract for the mechanical room renovation work at CA011011, Hacienda, Martinez, to P. M. & M. Electric, this work could not be accomplished on a timely basis to prevent failure of the system resu.1ting in no hot-water and space heating to our 50 senior residents and the costs of the work would increase beyond the available HUD Comprehensive Improvement Assistance Program funding.
