SUBJECT: Proposition 149, California Park, Recreation, and Wildlife Enhancement
Act of 1990, AB145, Costa
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair to send a letter to Assemblyman Costa
requesting that the next Bill to establish a Parks Bond/Act
Proposition for the 1992 or 1994 ballot include adequate funding
for Contra Costa County's special service areas. Specifically , the
eight areas listed .below with population in parenthesis should
receive the minimum allocation established. Alamo (13 , 018) , Clyde
(450) , - Crockett (3 ,250) , Discovery Bay (4, 200) , E1 Sobrante
(12,257) , Montarobay (10, 000) , Oakley (12, 400) , Rodeo (8, 400) .
FISCAL IMPACT
$240, 000 could become available to the area for parks.
BACKGROUNDIREASONS FOR RECOMMENDATIONS
On November 6, 1990 the Statewide Ballot included Proposition 149,
the California Park, Recreation and Wild Life Enhancement Act of
1990. This proposition failed. It was the first park measure to
fail in decades. Until. 1986 these State Parks Propositions have
given all County entitlement dollars to the East Bay Regional Park
District. In 1986 we negotiated a share of these funds for the
County.
Had the proposition passed the County would have received $56, 000
and would have had to choose one agency from the eight existing
service area to receive these funds because the project minimum was
$30, 000. Our eight service areas should each receive the minimum
of $30, 000. The State already allows $30, 000 minimum allocation to
the Green Valley Recreational Park District, Rollingwood - Wilart
Recreational Park District, the City of Brentwood, the City of
Clayton and the Ambrose Recreation and Park District. Several of
the County Service Areas have larger populations.
We should ask the traditional writer of such legislation and our
representatives to modify the bill to provide minima funding to
our unincorporated areas.
