Reimbursement of Out-of-Pocket Funds to Citizen
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the County Auditor-Controller to make out a county
check (warrant) to Bernadene Thacker, Box A 457, Oakley, CA
94561, in the sum of $25. 00. The Sheriff will present the
check to Ms. Thacker and her two brothers in the near future.
II. FINANCIAL IMPACT:
No financial impact is expected. Money can be taken from
existing funds within the Sheriff's Department.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On Sunday, September 30, 1990, the Sheriff's Marine Patrol and
Reserve Dive Team conducted a lengthy underwater search for
a victim of a drowning which occurred the evening before (DR
90-29060) . Several members of the victim' s family and friends
were present and watching the recovery process. There were
four Marine Patrol Staff and four divers.
The operation started early in the morning and worked into the
hot afternoon. The location was in an open area about a mile
west of Bethel Island. There were no facilities or

convenience stores nearby. The victim was from Mexico, and his family
and friends did not speak English.
Two citizens assisted by translating for Sheriff's personnel . It was
important for both staff and family. Sheriff's personnel needed to know
the victim's personal information as well as locations where he might be
located. Sheriff's staff also had to explain what the why they were
doing certain search techniques. Some of the search process was
confusing to the family. With the help of the translators, things went
very well . Without them the job would have been much more difficult.
Thank you letters were sent to these two men - Saul Gonzalez and Pete
Guiton.
The Thacker children Bernadene Thacker, WF - 16 years, Larry Thacker, WF
- 13 years, Chad Thacker, WM - 9 years live across a field and a road
some distance away from the location. When they saw that the victim's
family had been sitting in the sun without food and water, and observing
the length of time Sheriff's personnel had been working without a break,
they walked a mile to the store and purchased food and drink. They
returned home to make sandwiches and ice tea. Then they walked out to
the site and offered the food and drink to the family and Sheriff's
staff. The Thackers did this without any adult contact. Bernadene used
her own money to pay for the groceries.
The $25.00 loss to the County is a small amount to replace out-of-pocket
funds for a sixteen year old young lady. The County would be awarding
and repaying a citizen for a job well done.
