RECOMMENDED ACTIONS a. Approve and adopt the Contra Costa County Short-Doyle Annual Plan for Mental Health Services (Part A) for FY 1990/91; b. Authorize the Board Chairman to execute, on behalf of the County, Form 1.1A in the Plan which certifies adoption of the Part A Plan by the County Board of Supervisors; C. Authorize the Health Services Director or his designee, Joseph Hartog, M.D. , to submit said Part A Plan to the State Department of Mental Health; and d. Authorize the Health Services Director to select one of the two alternative "rollover proposals" for use of the unexpended AB-1154 Funds in FY 1990/91 . II. FINANCIAL IMPACT: Part A of the Annual Plan is based on the State's preliminary allocation of Short-Doyle funds to the County and represents a summary presentation of expected expenditures of County, State and Federal funds and anticipated revenues for mental health services in FY 1990/91. - This preliminary allocation is subject to change based on the adopted State Budget, and it will be replaced by the final allocation sometime between October and December. The Part A Plan Program Budget Summary for FY 1990/91 includes a preliminary State Short-Doyle Allocation of $11,591,406 . FINANCIAL IMPACT (CONT. While adoption of the Part A Plan does not obligate the County to make any expenditures, submission of the Plan and approval by the State are required for the County to continue to receive Short-Doyle and Block Grant payments from the State. III . REASONS FOR RECOMIENDATION/BACKGROUND: The Part A Plan contains "rollover proposals" to retain unexpended FY 1989/90 State Funds for use in FY 1990/91, including the retention of up to $110,250 in categorical Supplemental Residential Care SB-155 Funds, as well as the retention of $148,357 in new AB-1154 Funds . These AB-1154 Funds will be incorporated into the FY 1990/91 Mental Health Short-Doyle Plan and Budget, following ' the annual planning/ budgeting process, to be used either for additional services for children (in the AB-3632 Special Education Pupil Program) and adults ( "High Users" Case Management Project) orfor employee cost-of-living salary increases and general inflationary cost increases in operating expenses in certain County-operated children and adult mental health services programs . The two alternative proposals for use of the AB-1154 Funds in FY 1990/91 will need to be evaluated in light of the massive reduction in funding for community mental health services by the State government for FY 1990/91 . Part A of the Annual Plan will be followed by Part B which is the comprehensive Annual Plan description based on the State's final allocation of Short-Doyle funds to the County. Adoption of the Part A Plan and submission to the State are required by Section 5650 of the Welfare and Institutions Code. This Plan was reviewed and approved by the County' s Mental Health ,Advisorya -Board at its meeting on July 26, 1990 .
