RECOMMENDED ACTIONS: a. Approve and authorize the Health Services Director or his designee (Joseph Hartog, M.D. , Acting Mental Health Director) to submit to the State Department of Mental Health, the final revised FY 1989/90 Cost Reporting/Data Collection (CR/DC) Program Budget dated June 30, 1990, which was approved by the Mental Health Advisory Board on July 26, 1990, as Appendix B to the County's Annual Mental Health Short-Doyle Plan (Part B) , in order to accept the allocation of $148,357 in new State Cigarette and Tobacco Products Surtax Funds under AB-1154 (Statutes of 1990) and to identify possible unexpended FY 1989/90 State funds for "rollover" and use in FY 1990/91; and b. Authorize the Health Services Director to select one of the two alternative "rollover proposals" for use of the unexpended AB-1154 Funds in FY 1990/91 . II . FINANCIAL IMPACT: The allocation of new AB-1154 Funds has no financial impact in FY 1989/90 because the funds were allocated to the County too late for use in that fiscal year. Instead, these funds will remain unexpended in FY 1989/90 and will be "rolled-over" for use in FY 1990/91 . FINANCIAL IMPACT (CONT. ) either for additional services for children (in the AB-3632 Special Education Pupil Program) and adults ( "High Users" Case Management Project) or for employee cost-of-living salary increases and general inflationary cost increases in operating expenses in certain County-operated children and adult mental health services programs . III. REASONS FOR RECOMMENDATION/BACKGROUND: .On May 24, 1990, State Department of Mental Health Letter No. 90-12 was received, showing this $148,357 increase in the County's Funding Allocation for, FY 1989/90. On June 8, 1990, instructions and forms were received from the State for use in preparing the required revision of the CR/DC Program Budget for FY 1989/90 . This revision of the FY 1989/90 Mental Health Program Budget was reviewed and approved by the Mental Health Advisory Board on July 26, 1990. Approval of this Final Revised CR/DC Program Budget by the Board of Supervisors is required by the State to formalize acceptance of the new AB- 1154 Funds by the County. The Revised Program Budget contains "rollover proposals" to retain unexpended FY 1989/90 State Funds for use in FY. 1990/91, including the retention of up to $110, 250 in categorical Supplemental Residential Care SB-155 Funds, as well as the retention of the $148,357 in new AB-1154 Funds . The two alternative proposals for use of the AB-1154 Funds in FY 1990/91 will need to be evaluated in light of the massive reduction in funding for community mental health services by the State government for FY 1990/91 .
