MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: DECEMBER 4, 1990 SUBJECT: AUTHORIZE ONE TIME EXCEPTION TO COUNTY DRAINAGE MAINTENANCE POLICY, KELLOGG AND BRUSHY CREEKS, BYRON AREA SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE a one time exception to the County Drainage Maintenance Policy to allow cleaning of non-county maintained Kellogg and Brushy Creeks by the Public Works - Sheriff's Inmate Work Crew subject to the following restrictions: a. Total expenses for coordination and supervision shall not exceed $10,000, and b. Owners of all properties on which the creek cleanup is to be performed shall provide written permission to enter their property, acknowledge the County has no responsibility to maintain their creek, and recognize the one time nature of the cleanup program, and C. The removal of live vegetation shall be restricted to the invert of the channel and two feet high (vertically) on the bank. II. Reasons for Recommendations and Background: The non-county maintained portions of Kellogg and Brushy Creeks has become overgrown. Residents in this predominately farming area have requested assistance in cleaning the creek. The Sheriff's Inmate Work Crew assigned to the Public Works Department is capable and equipped to perform this type of work. It is recommended that the $10,000 expenditure be made to alleviate some of the flooding that will occur along these creeks from normal winter storm water runoff. cc: County Administrator Auditor-Controller Community Development County Counsel PW Flood Control PW Maintenance PW Accounting
