Approval of Novation Contract #24-513-2 with New Connections for
SUBJECT* a new Drug Abuse Prevention , Intervention and Treatment Program
For Central Contra Costa County in FY 89-90 and FY 90-91
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. '.RECOMMENDED ACTION :
Approve and authorize the Chairman to execute on behalf of the
County , Novation Contract #24-513-2 with New Connections in the
.amount of $257 , 614 for the two-year period from July 1 , 1989 -
June 30 , 1991 .to develop and implement a new drug abuse preven-
tion , intervention and treatment program for Central Contra
Costa County. This document includes an automatic contract
extension from June 30 , 1991 through December 31 , 1991 in the
amount of $60, 000.
II. FINANCIAL IMPACT :
This contract is funded in the Health Services Department Budget
for 1989-90 [Org. #5936] . The contract payment limit is funded
by State Drug Abuse Program funding and County funding , esti-
mated as follows :

Payment Limits $ 137 , 614 $ 120 , 000
The FY 1989-90 payment limit includes $17 , 614 in one-time-only
start-up funds which are available in the budget savings from
the delayed start-up of the new County-operated Sojourn
Community Center in West County.
The two fiscal year payment limits; do not include any cost-of-
living increases for Fiscal Year 1989-90 or Fiscal Year 1990-91 .
In the event that the Board of Supervisors authorizes a cost-of-
living adjustment expressly for this contract before
December 31 , the fiscal year payment limits and total contract
payment limit for this contract may be modified by a written
Administrative Amendment executed by the contractor and the
County Administrator , or his designee , to reflect any such cost-
of-living increase , except that this provision shall not be
construed to require agreement to any such increase.

Furthermore , the contract document includes a provision which
terminates this contract without notice for the 1990-91 fiscal
year if the Federal , State or other non-County funding for this
contract ceases and which makes this contract valid and enforce-
able only if sufficient funds are made available by the State
Budget Act for Fiscal Year 1990-91 for the purposes of this
contract program.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
New Connections developed new drug abuse program services under
Contract 424-513 (as amended by Contract Amendment Agreement
4424-513-1 ) for the central area of Contra Costa County and was
the successful applicant in the Department ' s Request for
Proposals to provide drug abuse services to individuals in
Central County.
Since July 1 , 1989 , the Contractor has been providing its ser-
vices under an automatic extension of Contract #24-513.
Novation Contract 424-513-2 replaces the six-month automatic
extension under the prior contract .
