SUBJECT: SPECIAL REQUEST ON HOUSING THE HOMELESS
I . RECOMMENDED ACTION:
APPROVE request that the issue of removing units from the rent roll to be used
for housing homeless persons, as requested by Supervisor Fanden and the Board of
Supervisors, be submitted to HUD for determination, with comments of concern on the
impact such an action might have on the waiting list and on the families currently on
that "list, as well as the policies and procedures recently adopted by the Housing
Authority, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
None at the present time.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
At the November 14, 1989 meeting of the Board of Supervisors, Supervisor Nancy
C. Fanden requested that the Housing Authority consider making vacant land available
at several of the existing public housing developments for construction of small
homeless shelters which would house about six homeless persons per site. Mr.
Villarreal explained to Supervisor Fanden and the Board of Supervisors that whatever
vacant', land was currently available at public housing developments was being used for
recreation programs, expansion of the Boys/Girls Club, and the construction of child
care centers.
Another idea discussed was the possible setting aside of some existing public
housing units for use strictly for housing homeless persons, with a services
component. This request would entail taking approximately 6 units off the rent roll
in various Housing Authority family developments. The Housing Authority could not do
this without approval from the Department of Housing and Urban Development (HUD).
Supervisor Fanden and the Board of Supervisors requested that this issue be discussed
by the Advisory Housing Commission, and a recommendation be made to the Board for
eventual submission to HUD for their consideration.

After a lengthy discussion at its meeting on November 20, 1989, the Advisory
Housing Commission moved to support Supervisor Fanden's request that the issue of
removing units from the rent roll to be used for housing homeless persons be
submitted to HUD for determination, with comments of concern on the impact of such
an action on the waiting list and on the families currently on that list, as well as
the policies and proceedures recently adopted by the Housing Authority.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
for HUD determination of the feasibility of removing Housing Authority units from the
rent roll to be used for housing homeless perons, it would be acting in a manner
contrary to its position of providing decent, safe and sanitary housing in Contra
Costa County.
