Spooner, Contracts Administrator Costa DATE: November 30, 1989 County SUBJECT' Approval of Novation Contracts #24-332-7 and #24-373-3 with Crestwood Hospitals, Inc. for Day Treatment Services (Intensive/Mode- rate. Patch Programs for Skilled Nursing Facility Augmentation) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Stuart McCullough) , to execute on behalf of the County, novation contracts with Crestwood Hospitals, Inc. , a proprietary, private-for- profit corporation, upon approval of the contract documents by the County Administrator, or his designee, as set forth below: A. Contract #24-332-7 in the amount of $359, 478 for the period from July 1, 1989 - June 30, 1990 for provision of intensive day treatment for mentally ,disturbed persons in need of augmented skilled nursing facility care as an alternative to the State Hospital. This document includes a six-month automatic extension from June 30, 1990 through December 31, 1990 in the amount of $179,739. B. Contract #24-373-3 in the amount of $180, 168 for the period from July 1, 1989 - June 30, 1990 for provision of moderate day treatment to mentally disturbed persons in need of augmented skilled nursing facility care upon discharge from acute psychiatr- ic hospitals. This document includes a six-month automatic extension from June 30, 1990 to December 31, 1990 in the amount of $90, 084 . II. FINANCIAL IMPACT: These contracts are funded in the Health Services Department Budget (Org. #5942) for Fiscal Year 1989-90 and are funded 90% by State Mental Health Short-Doyle Funding and 10% by required County Matching Funds as follows: #24-332-7 #24-373-3 State Funds $323 , 530 $162 , 152 County Funds 35,948 18, 017 PAYMENT LIMIT $359,478 $180,168 These Fiscal Year 1989-90 payment limits contain a reduction of $15,012 over the prior year contracts. REASONS FOR RECOMMENDATIONSLBACKGROUND: This contractor has been providing these day treatment services to adults under an extension of Fiscal Year 1988-89 Contracts #24-332- 5 (as amended by Contract Amendment Agreement #24-332-6) and #24-373- 2 . Novation Contracts #24-332-7 and #24-373-3, respectively, replace the six-month automatic extension under the above contracts. These two Fiscal Year 1989-90 contracts should be approved because the contract services are a vital and important part of the County's efforts to reduce utilization of State Hospital bed days (within our allocation) and to reduce overcrowding on Merrithew Memorial Hospital Psychiatric Wards. These services provide a program to transition patients to a less restrictive setting in the community.
