Spooner, Contracts AdministratorCosta DATE: November 30, 1989 County SUBJECT; Approval of Novation Contract #24-351-10 with La Cheim Residential Treatment Centers, Inc. for Two Residential Treatment Programs for Mentally Disturbed Adolescents and Latency-Age Children SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Stuart McCullough) , to execute on behalf of the County, Contract #24-351-10 with LaCheim Residential Treatment Centers, Inc. , upon approval of the contract document by the County Administrator, or his designee, in the amount of $895,550 for the two-year period from July 1, 1989 through June 30, 1991 for provision of transitional residential treatment services in two group home treatment programs for mentally disturbed adolescents and latency-age children. This contract includes a six-month automatic contract extension from June 30, 1991 through December 31, 1991 in the amount of $223,888. This Novation Contract is for a two-year term in accordance with the policy of the Board of Supervisors established June 27, 1989 for Contracts with nonprofit agencies. II. FINANCIAL IMPACT: This Contract is funded in the Health Services Department Budget for 1989-90 (Org. #5952) and is financed over the two-year period by State Short-Doyle Mental Health funding and County funding, estimated for each fiscal year as follows: $332,269 State Short-Doyle Mental Health Funds 36,918 County Funds 78 , 588 Special State Settlement Funds $447 775 Fiscal Year Payment Limit for 1989-90 447 ,775 Fiscal Year Payment Limit for 1990-91 $895,550 TOTAL CONTRACT PAYMENT LIMIT Due to a restructuring of the residential program, the Fiscal Year 1989-90 Payment Limit represents a reduction compared to the Fiscal Year 1988-89 Payment Limit of $475,285 and this $27,510 difference in funding is being added to Contract #24-133-23 (LaCheim Schools, Inc. ) to cover program expansion for intensive day treatment services. CC: Health Services (Contracts) ATTESTED DEC 12 1989 Risk Management PHIL BATCHELOR, CLERK OF THE BOARD OF Auditor-Controller SUPERVISORS AND COUNTY ADMINISTRATOR Contractor BYM382/7-83 ,DEPUTY Novation Contract #24-351-10 Board Order Page 2 Fiscal Year Payment Limits set forth above do not include any cost- of-living increase for Fiscal Year 1989-90 or Fiscal Year 1990-91; in the event that the Board of Supervisors authorizes a cost-of- living adjustment expressly for this contract before December 31, the Fiscal Year Payment Limits and Total Contract Payment Limit may be modified by a written Administrative Amendment executed by the Contractor and the County Administrator, or his designee, to reflect any such cost-of-living increase, except that this provision shall not be construed to require agreement to any such increase. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This Contractor has been providing these transitional residential treatment program services under an automatic extension of Fiscal Year 1988-89 Contract #24-351-8 (as amended by Contract Amendment Agreement #24-351-9) . Novation Contract #24-351-10 replaces the six- month automatic extension under the prior contract. These contract services are a vital and important part of the County's continuum of care for children and adolescents. Children's mental health clinics have long waiting lists of adolescents in need of residential treatment. This Novation Contract provides for the operation of two six-bed treatment facilities in Contra Costa County (Richmond and Martinez) . Presently, many disturbed youth must be sent to Napa State Hospital. Approval of the La Cheim Residential Treatment Centers Contract will continue to help reduce our utiliza- tion of Napa State Hospital beds by diverting children from State hospitalization and/or by enabling an earlier discharge than is now possible. These in-County facilities will also give family members a greater opportunity to participate in treatment which, in turn, should decrease the length of time a child requires out-of-home placement and increase the efficacy of treatment and family reunification.
