Approve Renewal of Two Mental Health Program Novation Contracts for
Fiscal Years 1989-90 and 1990-91 with Phoenix Programs, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION: Approve and authorize the Health Services Director
or his designee (Stuart McCullough) to execute on behalf of the County, two
standard form Novation Contracts #24-385-6 and" #24-751-48 with Phoenix
Programs, Inc. , upon approval of each contract document by the County
Administrator or his designee, for the continued provision of mental health
program services for a two-year period. from July 1, 1989 through June 30,
1991, as set forth below.
Contract #24-751-48 includes (1) a $20, 000 reduction in the FY 1989-90 Fiscal
Year Payment Limit in accordance with Board action of September 19, 1989 on
Alcohol/Drug Abuse/Mental Health Budget Reductions, and (2) an additional
$80, 000 reduction to finance an increase in the FY 1989-90 Fiscal year
Payment Limit for the Mental Health Homeless Program Contract #24-385-6.
These contracts include a six-month automatic extension from June 30, 1991
through December 31, 1991. These Novation Contracts are for a two-year term
in accordance with the policy of the Board of Supervisors as established on
June 27, 1989 for Contracts with Nonprofit Agencies.
II. FINANCIAL IMPACT: These contracts are funded in the Health Services
Department Budget for Fiscal Year 1989-90 (Org. #5,942) and are financed over
the two-year period by Federal Medi-Cal, Federal McKinney Homeless Block
Grant Funds, State Categorical Homeless Mental Health Funds, State Short-
Doyle Mental Health Program Funds, and County funding estimated for each
fiscal year as follows:

Contract #24-751-48 places the contractor at risk for serving a sufficient
number of federally-eligible clients to earn the Federal Medi-Cal revenue in
the Habilitative Day Treatment Program budget.
The fiscal year payment limits set forth above do not include any cost-of-
living increases for Fiscal Year 1989-90. In the event that the Board of
Supervisors authorizes cost-of-living adjustments expressly for these
contracts before December 31, the fiscal year payment limits for these
contracts may be modified by written Administrative Amendment executed by the
contractor and the County Administrator, or his designee, to reflect any such
cost-of-living increases, except that this provision shall not be construed
to require agreement to any such increases.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been
operating these same contract programs for the County continuously for many
years. These mental health adult program services „continue to be a vital and
important part of the County's continuum of care for County residents with
problems of emotional and mental illness, as follows:
A. Mental Health Homeless Program Contract #24-385-6. This contractor
has been providing these mental health homeless outreach program services
(three multi-purpose centers and a 20-bed shelter) for the homeless mentally
disabled under an automatic extension of the FY 1988-89 Contract #24-385-4
(as amended by Contract Amendment Agreement #24-385-5) . Novation Contract
#24-385-6 replaces the six-month automatic extension under the prior
contract.
The $80, 000 shift of funds from Contract #24-751-48 to this mental health
homeless program is needed to cover increases in program operating costs.
The fiscal year payment limit continues to include $60,645 in Federal Block
Grant Funds under the Stewart B. McKinney Homeless Assistance Act. On
December 6, 1988, the Board approved the Department's Proposal for Stewart
B. McKinney Homeless Assistance Act Block Grant Funding to receive $60, 645
in McKinney Homeless Federal Block Grant Funds from the State Department of
Mental Health. The entire Block Grant amount is to be used to augment the
East County Multi-Service Center/Shelter Services Program operated by Phoenix
Programs, Inc. under this contract.
This contract represents the County's primary effort to provide services to
the homeless mentally disabled population. It provides ongoing operating
funding for mental health homeless outreach facilities in West County (San
Pablo) , Central County (Concord) , and East County ; (Antioch) .
B. Mental Health Services Contract #24-751-48. This contractor has
been providing these mental health program services for mentally disturbed
adults under an automatic extension of the FY 198"8-89 Contract #24-751-47.
Novation Contract #24-751-48 replaces the six-month extension under the prior
contract. The $20, 000 budget reduction and $80, 000 shift in program funding
for this contract has resulted in the closing of the six-bed Casa Cecilio Chi
Residential Program in San Pablo on or about October 31, 1989. In its place,
a less costly semi-supervised living residential treatment program (known as
the Clean and Sober Satellite House) was initiated on November 1, 1989, for
up to five dual diagnosis adult clients who have the dual problems of mental
illness and substance abuse.
These contract services are a vital and important part of the County's
continuum of mental health services for seriously mentally disordered adults
in the central and western regions of Contra Costa County. The contract
services include the closing of a residential treatment program in San Pablo
(Casa Cecilio Chi) , the opening of a new semi-supervised living residential
treatment program in West County, and the ongoing operation of residential
treatment programs in Richmond (Nyumba Chuki) , and Concord (Nierika House) ;
a semi-supervised community living program in Central County; a Medi-Cal
habilitative day treatment program in Concord (Concord Day Treatment Center) ;
a vocational services program (Phoenix Enterprises) ; and a day socialization
program (co-located with the Concord Day Treatment Program) .
