SUBJECT-Approval of Novation Contract #24-469-3 with Bay Area Addiction
Research and Treatment, Inc. for Methadone Maintenance Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Stuart McCullough) to execute on behalf of the County, Contract #24-
469-3 with Bay Area Addiction Research and Treatment, Inc. (BAART) ,
upon approval of the contract document by the County Administrator or
his designee, in the amount of $636, 088 for the two-year period from
July 1, 1989 through June 30, 1991 for provision of methadone
maintenance treatment services. This contract is for a two-year term
in accordance with the policy of the Board of Supervisors established
June 27, 1989 for Contracts with Nonprofit Agencies.
II. FINANCIAL IMPACT:
This contract is funded in the Health Services Department Budget for
FY 1989-90 (Org. #5936) , and is financed over the two-year period by
Federal Medi-Cal, State Drug Program Allocation, and County funding,
estimated for each fiscal year as follows:

The two Fiscal Year Payment Limits set forth above do not include any'
cost-of-living increases for Fiscal Year 1989-90 or Fiscal Year 1990-
91. In the event that the Board of Supervisors authorizes a cost-of-
living adjustment expressly for this contract before December 31, the
Fiscal Year Payment Limits and Total Contract Payment Limit for this
contract may be modified by a written Administrative Amendment executed
by the Contractor and the County Administrator or his designee, to
reflect any such cost-of-living increase, except that this provision
shall not be construed to require agreement to any such increase.
The contract places the Contractor at risk for serving a sufficient
number of Federally-eligible clients to earn the Federal Medi-Cal
revenue in the two Methadone Maintenance Clinic Treatment Service
Programs (Richmond and Pittsburg) .

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
This contractor has been providing these drug program services
under an automatic extension of the FY 1988-89 Contract #24-469-1
(as amended by Contract Amendment Agreement #24-469-2) . Novation
Contract #24-469-3 replaces the six-month automatic extension under
the prior contract.
Approval of this contract will allow the continued provision of
methadone maintenance treatment services under AB 1903, including
the provision of treatment services for intravenous drug users who
are at risk of contracting or spreading HIV infection (AIDS)
through intravenous drug use.
These contract services are a vital and important part of the
County's continuum of drug program services for persons suffering
from drug addiction or other forms of drug abuse.
