RECOMMENDED ACTION: Approve and authorize the Health Services Director or his 'designee , (Stuart McCullough) to execute on behalf of the County , two standard form Novation Contracts with mental health program contractors , upon approval of each contract document by the County Administrator , or his designee , for the continued provision of the same FY 1988-89 program services for a two-year period from July 1 , 1989 through June 30 , 1991 , as follows : , SIX-MONTH TOTAL EXTENSION FY 89-90 FY 90-91 PAYMENT PAYMENT CONTRACT PAYMENT PAYMENT LIMIT LIMIT NUMBER CONTRACTOR LIMIT LIMIT 7/89-6/91 7/91-12/91 24-238-15 Mental Health $121 , 461 $ 121 , 461 $242 , 922 $ 60, 730 Consumer Concerns , Inc . 24-700-27 Crisis and $ 67 , 618 $ 67 , 618 $135 , 236 $ 33 , 809 Suicide Intervention of Contra Costa These contracts include a standard provision for a six-month automatic contract extension from June 30, 1991 through December 31 , 199:1. These Novation Contracts are for a two-year term in accordance with the policy of the Board of Supervisors established June 27 , 1989 for Contracts with Nonprofit Agencies . II . FINANCIAL IMPACT : These contracts are funded in the Health Services Department Budget for Fiscal Year 1989-90 (Org . #5942) and continue to be financed by County Funds . The fiscal year payment limits set forth above do not include any cost-of-living increases for Fiscal Year 1989-90 or Fiscal Year 1990-91 . FINANCIAL IMPACT : (Concluded ) In the event that the Board of Supervisors authorizes a cost-of-living adjustment expressly for these contracts before December 31 , the fiscal year payment limits and total contract payment limit for each contract may be modified by a written Administrative Amendment executed by each contrac- tor and the County Administrator , or his designee , to reflect any such cost-of-living increase , except that this provision shall not be construed to require agreement to any such increase . III. REASONS FOR RECOMMENDATIONS/BACKGROUND : These contractors have been operating these same contract programs for the County continuously for many years . These mental health program services continue to be a vital and important part of the County 's continuum of care for County residents with problems of emotional and mental illness , as follows : A. Mental Health Consumer Concerns , Inc. This contract continues the provision of patients ' rights advocacy services , including representation at "Doe-Gallinot" Certification Review Hearings , and client self-help services . The provision of Patients ' Rights Information and Advocacy Services enables the County to maintain required services including Doe-Gallinot Certification Review Hearing representation , Title 9 General Advocacy Services , as well as client self-help promotional outreach activities . Although this is a State-mandated service under AB 3454 , the State has not provided funding for the Certification Review Hearing Services and , therefore , it is currently funded entirely by County funds . Our attepts to obtain State reimbursement under SB 90 for the AB 3454 mandated Certification Review Hearing Services have thus far been ' unsuccessful. B. Crisis and Suicide Intervention of Contra Costa This contract continues the provision of crisis inter- vention and suicide prevention services , including 24-hour hotline , grief counseling , and community mental health education . This contract was originally funded by the Board of Supervisors with Federal revenue sharing grant funds and was assigned to the Health Services Department for administrative responsibility. These contractors have been providing these mental health program services under- an automatic extension of the FY 1988-89 contracts . The recommended Novation Contracts set forth above replace the six-month automatic extension under the prior contracts .
